Summary of the work As part of a strategic focus on strengthening the role of practices in DWP Digital you will work with our Product and User Centred Design (UCD) practices to undertake a review of community maturity and effectiveness in meeting the needs of the membership and organisational objectives. Specialist role Agile coach Expected Contract Length It is anticipated the contract will be awarded for a 3 month period (January 2023 – March 2023) Latest start date Monday 16 January 2023 Maximum Day Rate The maximum day rate is £750. This rate includes all expenses e.g. for occasional travel to digital hubs. The anticipated budget for this service is £20,000. Who Speclialist Work With DWP Product and UCD practices include a range of DDaT aligned professional communities. Product; Product Management, Business Analysis and Accessibility Specialist. UCD; Content, Interaction & Service Design and User Research. The specialist will be working with members from each of the professional communities, along with practice and community leadership; Heads of Practice, Heads of Role, Community Leads and Practice Support. What Specialists Work On As part of a strategic focus on strengthening the role of practices in DWP Digital you will work with our Product and User Centred Design (UCD) practices to undertake a review of community maturity and effectiveness in meeting the needs of the membership and organisational objectives. Responsibilities include: - Work closely with community leaders and membership - Build a body of research evidence to understand levels of maturity and effectiveness - Analyse findings, and report back to practice/community leadership - Recommend actions to drive community maturity and effectiveness Skills & Experience • Experince of leading change implementation to embed, coach and mature the community of practice model in large digital private organisations or digital Government departments. • Have led research studies through qualitative and quantitative methods to understand business problems and user needs. • Experience of translating research findings into a detailed recommendations • Experience of stakeholder engagement, managing senior stakeholder expectations, ensuring stakeholders are kept up to date with progress, risks, and issues Nice to Haves • Experience of working with the DDaT framework and what this means for an organisation • An understanding of CDDO, CDDO Service Standard and Technology Code of Practice Work Location Remote – On-site visits can be facilitated at one of 6 digital hubs. Working Arrangments The specialist will work remotely with occasional on-site meetings or presentations as required. DWP community membership is geographically spread across 6 digital hubs (Newcastle, Leeds, Manchester, London, Sheffield, Blackpool) working a hybrid pattern of 3 days at home 2 days in an office. A high proportion of community members and leadership are based in the Newcastle hub: Block 9 Benton Park View, Newcastle Upon Tyne, NE98 1YX The specialist will provide their own equipment and it is expected expenses will be included within the daily rate. Are extensions beyond 3-months possible or will this contract be limited to a maximum of 3-months ? We do not foresee that we will need to extend past the three months. However, it is anticipated we will include a 3 week extension provision. If we did require additional services a new procurement would take place for a subsequent contract. 5. Will there be another stage after this, or are you looking to award the contract straight after this submission? There will be three short listed suppliers that will be invited to final stage. 6. Could you provide an indicative timeline for this? Estimated timeline (subject to change) Monday 14th November - closing date for applications.Monday 28th November - Issue notifications and final bid pack to short listed suppliersMonday 5th December - Closing Date for Final BidsMonday 12th December - Final NotificationsTuesday 3rd January - Contract award and start 7. It’s stated, “occasional on-site meetings” however it also stated most of the community work 2-days onsite, and in Newcastle. Also that travel expenses should be included in the day rate.Please clarify how many days onsite you expect “occasional” to be, and where.For example, is it preferred for the agile coach to also work 2-days onsite and from Newcastle? Will being able to provide this have a bearing at interview stage? It is anticipated that the work can be carried out remotely, but there may be occasions where it would be beneficial to visit one of our sites to meet stakeholders face to face. It will be for the supplier to determine in delivery of the service. 8. Will GDS experience suffice for the DDaT framework experience? The specialist will need demonstrate an understanding of the CDDO DDaT framework and the job roles they will be coaching. 9. The max daily rate, budget and contract duration equates to a part-time requirement. Could the work be delivered over a shorter timescale e.g. six weeks to better utilise capacity? It is anticipated this will be delivered over a three month period on a part time working basis. It will be for the supplier to determine in delivery of the service. 10. Would you consider a fixed arrangement where we can blend the capabilities required to deliver the best outcomes? this opportunity is for a digital specialist only (agile coach) 11. You state ‘occasional’ visits hubs will be required. How many times over the contract duration do you envisage visits to hubs would be required?
