S30067 Construction Assurance Services for HS2

Description

The Investment Programme Major Projects Team will interface directly with HS2 delivery teams to ensure coordinated, safe, and assured programme delivery. This work package supports critical interfaces where programme, engineering, and safety dependencies require consistent oversight, timely assurance, and clear lines of responsibility between National Highways and HS2. Adjustments to the detailed scope or deliverables may be made by mutual agreement between the Client and the Consultant. Any such adjustments will proceed only where they do not alter the approved total cost, the agreed duration of the work package extension or compensation event, or create additional safety or delivery risks. These changes will be managed and recorded through the Early Warning process to maintain full transparency, risk control, and governance compliance. The services defined within this Work Package Scope will be delivered over a 48 month period, commencing as soon as operationally practicable. This period reflects the need for continuity of technical support, safety assurance, and programme integration across a complex multi year interface. Should the scope of works or service requirements extend beyond this period and require additional time, resourcing, or funding such changes will be treated as a separate work package or compensation event. This ensures that any extension is subject to formal governance, safety impact review, and Cabinet Office compliant commercial controls.
