Description
It is particularly important that the Norwegian Public Service Pension Fund has sufficient staff and the correct competence in all units. Vacant positions are publicly announced and filled in accordance with the general employment process, unless otherwise stated in SPK's guidelines for wages, recruitment and competence policy. However, there can be a need for resources of a temporary character that require quicker and more flexible staff than what a normal employment process allows, and SPK would therefore like to enter into a framework agreement with a tenderer of temporary staff agency services. SPK will need assistance in the form of temporary staff services within the following position groups: — consultants — higher executive officers and senior executive officers — advisors. Standard requirements have been formulated for all the job groups, which will apply to the person in question who fills the position. This concerns, amongst other things, the person's abilities as regards planning and organising, assessing and making decisions, communicating and cooperating, flexibility and change, work effort and results, as well as knowledge and insight. The requirements for temporary staff for these job levels will be based on these. The standard requirements are stated in Part 2 Annex 1, the contracting authority's needs and requirements for the services. The financial scope of the contract is uncertain, as this depends on many uncertain factors in the contract period. We estimate that the financial scope will be between 5 000 000-20 000 000 NOK. The framework agreement will involve a right, but not an obligation for SPK to award contracts and order services. The framework agreement does not include any obligations in relation to the value or scope of the procured services during the agreement period. A framework agreement shall be signed with one tenderer for the assignment. The framework agreement period is 2 years. The contracting authority shall have an option to extend the framework agreement for a further 2 years (1+1) to a total maximum contract period of 4 years.
