Description
NHS London Procurement Partnership (hosted by Guy's and St Thomas' NHS Foundation Trust) has established a multiple supplier framework for the provision of Payroll Services. The framework agreement covers core payroll, pension and expenses administration plus related HR administration/maintenance through the ESR system.<br/><br/>The Payroll Services Framework is not split in to any Lots. <br/><br/>Please find the awarded suppliers listed below:<br/><br/>CR Payroll Solutions Limited<br/>ELFS Business Services Ltd<br/>NHS Shared Business Services<br/>Payroll Easy Group Limited<br/>University Hospitals Birmingham NHS Foundation Trust Lot 1: NHS London Procurement Partnership (hosted by Guy's and St Thomas' NHS Foundation Trust) has established a Framework Agreement for the provision of payroll services. This framework is not split in to any Lots.<br/><br/>The framework for the provision of payroll services has the following expected business benefits:<br/><br/>Financial Benefits<br/>The Framework has established ceiling prices that a supplier may not exceed when delivering services to any participating authority. <br/>As much of the procurement work has already been done, NHS and wider public sector contracting authorities are able to save on time and costs associated with running a full procurement.<br/><br/>Rates<br/>Suppliers have rate cards that provide a set of ceiling prices for the service available, which means organisations can have confidence regarding the maximum price they will pay for a service. This information can also be used to benchmark existing service provision and to enhance value for money.<br/>Contracting authorities may also consider how they work together with other organisations in order to realise volume-based pricing.<br/><br/>Other Benefits<br/>The Framework should reduce the administrative burden and reduce duplication of effort as standard service specifications and performance indicators have already been established.<br/>The Framework ensures all the providers have achieved a minimum standard in terms of competence and financial viability<br/>The breadth of services and the flexibility built into the framework enables contracting authorities to think more pro-actively about how they might outsource some of their back-office processes.<br/><br/>The framework agreement allows for both further competition and direct award to all awarded suppliers.<br/><br/>The framework agreement will go live from 18/08/2025 and will last for a period of 4 years.
