North East Ambulance Service NHS Foundation Trust (NEAS) are the Ambulance (Blue Light) Emergency Service for the North East of England. As one of 10 English NHS Ambulance Trusts, we work across the region to provide emergency ambulance care and patient transport services to over 2.7 million people. We also provide the regions 999 and NHS 111 non-emergency phone lines, provide medical cover at events, and deliver first aid training to businesses and communities in the North East. We operate from 60+ sites and cover almost 3,500 square miles, including the counties of Durham, Northumberland, Tyne and Wear, and the boroughs of Darlington, Hartlepool, Middlesbrough, Redcar, Cleveland and Stockton-on-Tees. We employ more than 3,000 people and respond to approx 400,000 emergency and urgent incidents each year. During periods of peak demand and maximum capacity, NEAS call upon third party provider partners to support our response to emergencies and patient transport requirements. Currently we have contracts in place with partner organisations until 31st March 2025, including regional taxi services which play an important role in transporting patients to and from appointments. The purpose of this PIN is to inform the market of our current position, and our intention to carry out a procurement exercise to retender these services. Our intention is to publish this tender opportunity 1st July 2024. This will provide sufficient time between tender issue and end date of the current contracts in which to complete the tender and award process, as well as required mobilisation of any newly appointed providers. Providers with the capacity and capability to provide emergency response, patient conveyance and/or taxi services within the North East of England are asked to note this PIN and the planned tender issue date (1st July 2024). An outline of the proposed lot structure is provided further within this PIN, with detailed specifications of each lot to be included within the tender documents when published. Lot 1: Taxi Services - Walking Patients only This Lot 1 is for the provision of Taxi Service for walking patients only. Based on the NEAS operational regions, this Lot is broken down into 3 sub-lots as follows: 1A - North - (Northumberland & North of Tyne) 1B - Central - (South of Tyne & North Durham) 1C - South - (South Durham & Teesside) Lot 2: Taxi Services - Wheelchair & Walking Patients This Lot 2 is for the provision of Taxi Service for wheelchair and walking patients. Based on the NEAS operational regions, this Lot is broken down into 3 sub-lots as follows: 2A - North - (Northumberland & North of Tyne) 2B - Central - (South of Tyne & North Durham) 2C - South - (South Durham & Teesside) Lot 3: Patient Transport Services (Single Crewed) - Walking Patients only This Lot 3 is for the provision of single crewed Patient Transport Services (PTS) for walking patients only. Based on the NEAS operational regions, this Lot is broken down into 3 sub-lots as follows: 3A - North - (Northumberland & North of Tyne) 3B - Central - (South of Tyne & North Durham) 3C - South - (South Durham & Teesside) Lot 4: Patient Transport Services (Single Crewed) - Wheelchair & Walking Patients This Lot 4 is for the provision of single crewed Patient Transport Services (PTS) for wheelchair and walking patients. Based on the NEAS operational regions, this Lot is broken down into 3 sub-lots as follows: 6A - North - (Northumberland & North of Tyne) 6B - Central - (South of Tyne & North Durham) 6C - South - (South Durham & Teesside) Lot 7: Patient Transport Services (Double Crewed) - Stretcher Patients This Lot 7 is for the provision of double crewed Patient Transport Services (PTS) for stretcher patients, with capacity for up to two (2) stretcher patients. Based on the NEAS operational regions, this Lot is broken down into 3 sub-lots as follows: 7A - North - (Northumberland & North of Tyne) 7B - Central - (South of Tyne & North Durham) 7C - South - (South Durham & Teesside) Lot 8: Rapid Emergency Response - Single Crewed Paramedic Led This Lot 8 is for the provision of single crewed (Paramedic) Emergency Rapid Response services. Vehicle type: - Emergency (Blue Light) Rapid Response Vehicle (RRV) Based on the NEAS operational regions, this Lot is broken down into 3 sub-lots as follows: 8A - North - (Northumberland & North of Tyne) 8B - Central - (South of Tyne & North Durham) 8C - South - (South Durham & Teesside) Lot 9: Urgent Care (Non-Paramedic) Double Crewed Ambulance (DCA) - Stretcher Patients This Lot 9 is for the provision of urgent care, non-paramedic double crewed Ambulance (DCA) with the capacity for up to two stretcher patients. Based on the NEAS operational regions, this Lot is broken down into 3 sub-lots as follows: 9A - North - (Northumberland & North of Tyne) 9B - Central - (South of Tyne & North Durham) 9C - South - (South Durham & Teesside) Lot 10: Emergency Response (Double Crewed Ambulance) - Technician Led for Stretcher Patients This Lot 10 is for the provision of Emergency double crewed Ambulance (DCA) services for stretcher patients. To be Technician led and with the capacity for up to two stretcher patients. Based on the NEAS operational regions, this Lot is broken down into 3 sub-lots as follows: 10A - North - (Northumberland & North of Tyne) 10B - Central - (South of Tyne & North Durham) 10C - South - (South Durham & Teesside) Lot 11: Emergency Response (Double Crewed Ambulance) - Paramedic Led for Stretcher Patients This Lot 11 is for the provision of Emergency double crewed Ambulance (DCA) services for stretcher patients. To be Paramedic led and with the capacity for up to two stretcher patients. Based on the NEAS operational regions, this Lot is broken down into 3 sub-lots as follows: 11A - North - (Northumberland & North of Tyne) 11B - Central - (South of Tyne & North Durham) 11C - South - (South Durham & Teesside)
