20200088 Framework agreement for procuring advertisements and media agency services

Description

The Norwegian Tax Administration would like one (1) tenderer that can provide a broad spectrum of media agency services and procure advertisements. The Norwegian Tax Administration thus invites tenderers to a contest for a framework agreement for media agency services and procuring advertisements. See the requirements specification in annex 2 for further details on the procurements. Lot 1: Objective: The Norwegian Tax Administration would like one (1) tenderer that can provide a broad spectrum of media agency services and procure advertisements. The Norwegian Tax Administration thus invites tenderers to a contest for a framework agreement for media agency services and procuring advertisements. Areas that the contract will cover are strategic media advice and media planning for announcements and campaigns, including procuring and arranging advertisements, and job and recruitment advertisements in all channels (TV, print, cinema, outdoor advertisements, radio, digital, and social channels). Good knowledge and an understanding of the options available in digital and social media, as well as efficient and targeted communication, optimisation of campaigns will be particularly important areas in the coming years. The government communication policy states, amongst other things, that the government must be open, ensure user influence, and reach out to all target groups. As a public department, it is important to use cost efficient channels, as well as facilitate communication that supports the goal of a digital first choice. This sets high requirements for our communication with the country's taxpayers and requires cooperation with a media agency that is always updated on all channels and how these are used to reach relevant target groups in an efficient way.
