Contractual Arrangements University Hospitals Morecambe Bay NHS Foundation Trust (UHMB) will act as the ‘lead’ organisation in terms of managing the tender process on behalf of the Trusts involved within the Northern Consortium. However, any final contract implementation, on-boarding and ongoing contract management will be the responsibility of the individual Trusts. Each individual Trust reserves the right to commence the contract in accordance with their own required timescales and, each individual Trust reserves the right not to commence a contract at all. The Northern Clinical Waste Consortium (“NCWC”) which is made up of a number of Acute and Community NHS Trusts “Member Organisations” Acute NHS Trusts 1. Bradford Teaching Hospitals NHS Foundation Trust 2. Harrogate and District NHS Foundation Trust 3. York and Scarborough Teaching Hospitals 4. University Hospitals of Morecambe Bay NHS Foundation Trust 5. North Cumbria Integrated Care NHS Trust 6. South Tees Hospitals NHS Foundation Trust – Friarage 7. North Tees and Hartlepool NHS Trust 8. Northumbria Healthcare Facilities Management Community NHS Trusts 1. Bradford Teaching Hospitals NHS Foundation Trust 2. Harrogate and District NHS Foundation Trust 3. York and Scarborough Teaching Hospitals 4. University Hospitals of Morecambe Bay NHS Foundation Trust 5. North Cumbria Integrated Care NHS Trust 6. Humber Teaching NHS Foundation Trust 7. NTW Solutions 8. Tees, Esk and Wear Valleys NHS Foundation Trust 9. Northumbria Healthcare Facilities Management 10. North East Ambulance Service NHS Trust 11. Westmorland and Furness Council Statement of Objectives The Trusts wish to enter into contract with a suitably qualified provider(s) to develop an innovative and practical solution for: “Providing an efficient, cost effective and timely service for safe handling, transport, disposal of clinical waste from the participating Trust’s sites to its final point of disposal” It is envisaged that the contract period will be for THREE years, with an option to extend up to an additional 24 months based upon Trust requirements. Key Requirements of the Service The Trusts wish to procure a suitably qualified provider(s) to manage a Clinical Waste Service. The aim is to provide value for money whilst maintaining and improving the existing service and enabling developments to meet new service demands and changing legislation. Offers received from bidders following issue of an Invitation to Tender by the Trust’s should maximise opportunities for savings in procurement and deliver first class technical solutions. The Trust’s wish to engage with a contractor(s) who, from the commencement of the contract is able to provide services to all Acute and Community sites within the Northern Consortium or separately for Acute or Community Sites in accordance with the LOTS outlined below: LOT LOT Description 1 Acute Hospital Sites 2 Community Sites 3 Both Acute Hospital and Community Sites Key Service Objectives It is envisaged that outputs to be required contractually in the contract will include, but not be limited to: · Maintain full compliance with all regulatory requirements and applicable codes of practice · Provide an efficient, cost effective and timely service for safe handling, transport and disposal of clinical waste from the Trust(s) sites to its final point of disposal · Work with the Trust(s) to ensure a ‘zero to landfill’ target is achieved for the life of the contract · Recover value from the Trust(s) waste to generate rebated funds to the Trust(s), allowing funds to be re-invested in the Trust(s) in projects such as (but not limited to) further waste reduction, re-use, recycling projects etc. · Support the Trust(s) in its target to increase the amount of waste currently recycled · Support the Trust(s) to train staff in best practice waste management principles, to reduce waste and improve the Trust(s) Environmental performance. This will include support for training sessions, awareness events and competitions.
