Description

This procurement is being executed by Sykehusbygg HF [the Norwegian Hospital Construction Company Trust] on behalf of the Contracting Authority. The contest concerns financing, engineering design and construction as well as operation of the Car Park. The contracting authority, Helse Møre og Romsdal HF [Møre og Romsdal Hospital Trust], has adopted a detailed zoning plan, E136 Public Transport Intersection at Ålesund Hospital, which leads to the establishment of a car park facility in front of the new main entrance to Ålesund Hospital. The plan was prepared in collaboration with the Contracting Authority, Møre og Romsdal County, Ålesund Municipality and the Norwegian Public Roads Administration. The zoning plan, including the plan description, plan provisions, plan map and a volume study with targeted drawings, is attached to the Tender Documentation. The establishment of the Car Park requires that external stakeholders are willing to invest in its construction. Lot 1: Contest with negotiations to enter into a contract for ground lease, construction of a car park and operation of the car park. The contracting authority owns the grounds for the Car Park and will make the grounds available by entering into a contract for ground lease so that the tenderer receives the leasehold for the site. The applicable site is referred to as "BKB" in the zoning plan and is zoned for the desired purpose. The contracting authority will make the grounds available through a lease contract with a lease duration of 50 years from the date that the site is approved for use as a car park. The tenderer is responsible for financing, constructing, owning and operating the Car Park. It is a prerequisite that the Car Park is designed such that requirements for universal access to the public transport terminal to the main entrance are met. The contracting authority will have duty-free usage rights to a designated number of parking places in the Car Park. The contract will commence between the Contracting Authority and the chosen tenderer. The contract runs until 50 years from the date that the site is approved for use as a car park. After this, the lease contract as well as the building and construction contract will come to an end. The right of ownership of the Car Park will then transfer to the Contracting Authority. The procurement is being carried out on behalf of the contracting authority Helse Møre og Romsdal HF [the Møre og Romsdal Hospital Trust]. Complete tender documentation is attached.
