Preliminary Market Engagement Questionnaire DE&S intends to conduct a competition for the procurement of a new Multi-Caliber Sniper Weapon Capability. The scope of the requirement is expected to include: • Sniper Weapon Systems • Ancillary Equipment (e.g. suppressors, bipods, carrying systems) • Through-Life Support and Maintenance The system will utilise in-service ammunition (.338LM, 7.62x51 NATO) and sighting solutions, as well as introducing a new to service nature .300NM. The estimated contract start date is March 2027. The purpose of this Preliminary Market Engagement Notice (PMEN) is to gather market intelligence, and explore current innovations across the sector. DE&S is particularly interested in engaging directly with OEMs of sniper weapon systems through face-to-face meetings with its technical team, including engineering specialists. Insights gained through this engagement will support the development of a well-informed requirement and ensure the procurement approach reflects industry best practice and capability. Request: The Authority wishes to identify the commercial market’s ability to tender solutions to meet the future sniper rifle procurement. This will in turn allow the Authority to accurately plan for activities such as evaluation trials and testing. The Authority welcomes responses to the questions attached to this Opportunity Listing relating to high level requirements. Responses should include adequate evidence to support compliance. The deadline to submit responses is the 14th November 2025.
