Early Market Engagement on Health and Work Outcomes‑Based Contracting

Description: The Department of Health and Social Care (DHSC), working with NHS England, is undertaking an early market engagement to inform the potential development of Health and Growth outcomes‑based contracts. These contracts would aim to support people with health conditions to remain in, or return to, sustained employment, contributing to wider objectives around economic growth and reducing health‑related economic inactivity. Levels of economic inactivity driven by long-term health conditions continue to rise. Around 2.8 million people in the UK are currently out of work for health reasons, up from 2 million in 2019. A further 4.1 million people remain in work, but live with one or more work-limiting conditions, an increase from 300,000 people over the past year. This early market engagement aims to help DHSC-NHSE understand how investors and providers could work with government to address health-related economic inactivity, and to ensure that the proposed outcomes-based contracts are attractive, deliverable, and mutually beneficial for ahead of any formal market launch. This engagement seeks views from potential investors and service providers on the attractiveness, feasibility, and design considerations of outcomes‑based contracting models, including metrics, payment mechanisms, risk allocation, data requirements, and scalability. Participation in this question is solely for information-gathering purposes and will not form part of any future assessment of organisations that DHSC may collaborate with for the health and Growth outcomes-based contracts.
