Description

Nordre Follo Municipality is establishing a dynamic purchasing system for 24 hour services for persons who have a decision on their need for this. The scheme will cover the municipality's needs in cases when the municipality does not have an offer that can fulfil each user's needs. There is a need for 24 hour services and residential services with a day offer for persons with different needs. Please note that the procurements follow Part IV of the regulations (procurement of health and social services), but are announced a a Part III procurement due to practical reasons, as the forms in Doffin/Mercell do not support announcing dynamic purchasing systems for Part IV. Lot 1: The municipality's need can, as a starting point, be described in 4 areas. There can be a need for - 24 hour services for persons with mental disorders that are pursuant to the Municipal Health and Care Services, etc. Act, chapter 3 from 24.06.2011, section 3-2 no. 5, and no. 6 letters a and b. Persons over the age of 18 with mental disorders or mental health challenges, with demanding and particularly demanding care needs (care level 2, 3 and 4). - Persons who have serious drug and alcohol disorders, in some cases where the drug and alcohol disorder is combined with somatic and/or mental disorders. Persons who require a rehabilitation offer with a strong focus on drug and alcohol abuse and seclusion from all forms of substances. The rehabilitation offer must be adapted and suitable for each user. - 24/7 care services for persons with disabilities that are pursuant to the Municipal Health and Care services, etc. Act, no. 30 from 24.06.2011 section 3-2 no. 6 letters a and b. The offer is mainly for persons older than 18 years with varying degrees of disabilities, with or without additional difficulties, such as mental and/or somatic health challenges. - 24 hour services/nursing home places pursuant to the Health and Care Services Act, section 3-2. There can also be a need for an offer with reinforced health and care services, increased requirements for doctor supervision, seclusion, or more maintenance of function level. Please note that the procurements are in accordance with Part IV of the regulation (Procurement of Health and social services), but is announced as a Part III procurement for practical reasons, as the screens in Doffin/Mercell do not support the notice of dynamic purchasing systems for Part IV.dynamic purchasing system for Part IV of the regulations.
