TII501 Luas Class 402 Mid Life Refresh Market Consultation This document and the planned subsequent market engagement events are in advance of any procurement competition with the aim of: i. informing the market of the current requirements, scope, and timescales for the repairs. ii. gaining insights into the capabilities of the repair market. iii. gaining an understanding of how the market believes the desired outcomes could be achieved. iv. informing the market of the intended work scope. v. gauging market appetite for the intended scope of services. vi. gauging the market opinion regarding the undertaking of the work away from Luas facilities for the first two trams (number to be confirmed by the Supplier within their delivery schedule), with the work on the remaining fleet being undertaken at a Luas facility. vii. understanding challenges and concerns within the industry and how TII may shape work packages, with the use of lots, to suit the market. viii. gaining an appreciation of expectations of commercial terms and conditions associated with this type of service. TII request that interested parties revert to TII to register their interest via the associated messaging system. TII ask that interested parties revert by close of Business on the 12th December 2025 in order to receive a questionnaire and be eligible to attend an onsite meeting with TII thereafter. TII reserve the right not to issue a briefing pack to parties whom it deems are not bona fide interested parties. A meeting will be held in January 2026 to allow TII to present a summary of the project, followed by a Q and A session. A visit to the depot to inspect typical trams will also be organised. Further details will be provided following registering of interest. Following the depot visit and meeting, interested parties should then provide written answers to the questionnaire. When registering your interest please including the name and contact details for the proposed attendees at the subsequent meeting/site visit(s). 2. IMPORTANT INFORMATION a. Interested parties will not be prejudiced by any response or failure to attend the market engagement event and response to this notice does not guarantee any invitation to participate in any future public procurement process that TII may conduct. b. At this stage, this is purely a market engagement exercise. Any subsequent procurement will be advertised separately and all organisations wishing to participate must respond to the contract notice advertising the procurement when this is published. The responses received during the market analysis exercise will not be considered as part of any future bid response. The procurement remains subject to approval. c. This notice does not constitute a call for competition to procure any services for TII and TII is not bound to accept any proposals offered. TII is not liable for any costs, fees or expenses incurred by any party participating in the market engagement event. Any future procurement of services by TII will be conducted strictly in accordance with the provisions of the Public Contracts Regulations 2015. d. TII does not intend to be bound by any information at this stage and makes no commitment to incorporate any recommendations or suggestions within the final procurement documents. 3. INFORMATION ABOUT LOTS Subject to the outcome of the market engagement, this procurement may be divided into lots, with interested parties able to bid for one, some, or all lots.
