The subject of this contract is to review the Offshore Transmission Operator (OFTO) Regime. This review will be based upon the approach taken from an earlier review, conducted in 2016, which explored what benefits the first three OFTO tender rounds had delivered to consumer. As Ofgem has now having delivered a large pipeline of subsequent OFTO transactions, and require follow-up analysis be undertaken to determine potential benefits achieved.
