Description

The competition is for a contract for the delivery of a case management and archive system in accordance with Noark5. This involves systems for data capture, case management, work process support, digital dispatch and signing, access to national joint components, record-keeping and archiving. The system must ensure the record-keeping requirement for professional systems through integrations. There is a strong focus on efficient work processes at the Contracting Authority, and Noark5 case management and archive systems must support this. The system must be closely integrated with administrative trade systems (e.g., HR/Finance), amongst other things, to reduce double registrations and unnecessary work processes, and with relevant trade systems in order to ensure data acquisition, standardised archiving and standardised extractions for transfer to the depot. The new system must be in full operation with integrations as soon as possible and at the latest by 1.9.2019. In the testing environment, the system must be completed and ready for the implementation of integration work with trade systems 3 months before commissioning. The Contracting Authority reserves the right to decide when the different components of the offered system shall be in operation. Implementation will be agreed with the new supplier. In addition, the Contracting Authority would like an option for the following functionality: — functionality for meeting/activity management, — functionality to create/maintain electronic forms, — functionality for sharing competence. See “Annex 5 Overview”. A draft of the tender documentation is attached to this qualification documentation. The Contracting Authority reserves the right to make smaller, unsubstantial alterations of the documentation prior to inviting the tenderers to submit tenders. Background for selection of competition form. The Contracting Authority indicates that the exceptions according to the regulations §13-2 a, c and d will apply to the procurement. The Contracting Authority has considered dividing up the assignment in accordance with PPR §19-4, and has determined that it is most appropriate to have one total supplier of a case management/archive system.
