THIS IS A PRIOR INFORMATION NOTICE AND *NOT* INTENDED AS A CALL TO COMPETITION. This notice is intended to inform the market of this market engagement session ONLY. NHS Mid and South Essex Integrated Care Board (hereafter referred to as “the Authority”) invites suitably qualified providers to attend a virtual Market Engagement event for the provision Integrated 'Healthy Minds' (Mental Health Services) on Monday 12th May 2025 at 13:00hrs - 14:00hrs. The session will be recorded and the materials presented by the Commissioners will be shared with interested parties following the event. There are currently multiple pathways into different ‘Wellbeing’ mental health services due to historic commissioning arrangements made by five separate Clinical Commissioning Groups (CCGs). The Authority was established in July 2022, superseding the CCGs. The Authority aims to address the health inequalities across the system by implementing a new single service that will ensure an equitable service and support early diagnosis and intervention for patients. Currently, multiple VCSE providers deliver wellbeing-related services across the ICS footprint. These include: • Wellbeing Hubs • Happy Hubs • Positive Pathways for 18-25s • Adult Positive Pathways This fragmented model has resulted in duplicated services, variable quality and access, inconsistent outcomes, and inefficiencies in service delivery. The Commissioners are seeking to undertake a single procurement approach to deliver a whole-system model that is equitable, consistent, and outcomes-focused. The procurement process will be structured into two distinct lots to better meet the varying needs of the population and to streamline service delivery. These are: a) Lot 1 - Healthy Mind Services– currently known as ‘Wellbeing Hubs’, ‘Happy Hubs’ and ‘Positive Pathways’ Services. This lot will focus on delivering community-based mental wellbeing support, promoting resilience, early intervention, and social connection. b) Lot 2 - Depression Wellbeing Calls – a targeted service aimed at providing proactive support for people who have been newly diagnosed with depression by their Primary Care Practitioner and/or have been prescribed medication, referred to Talking Therapies or both. The Market Engagement event will take place virtually via MS Teams on Monday 12th May 2025 at 13:00hrs – 14:00hrs. The event will offer an opportunity to engage with stakeholders and for prospective service providers to learn more about the service. The procurement process and timetable will also be shared. The closing date for registering attendance is Monday 12th May 2025 by 12:00 noon. Please Note: Any expenditure, work or effort undertaken by you prior to any subsequent procurement is a matter solely for your own commercial judgment. The Authority reserves the right to withdraw from the process at any time or to not tender the service(s) or to tender on a different basis. In such circumstances, and in any event, the Authority and/or its advisors shall not be liable for any costs or loss of expenses whatsoever incurred by any organisation, agent or subsidiary that may have contributed to any proposals submitted to this notice. Any and all information/documents are draft and subject to change. The service that this Prior Information Notice (PIN) relates is within scope of the Provider Selection Regime (PSR). The Authority is bound only by the Health Care Services (Provider Selection Regime) Regulations 2023.
