Summary of the work MOD DBS seeks a developer for the Apply for a Deceased Person's Military Record project. The developer will interactively develop the application through public beta phase to live and maintain the integration of gov.uk/pay and gov.uk/notify services to Government Digital Service standards and practice. Specialist role Developer Expected Contract Length 220 days over a 12 month period with optional 55 day extension if needed. Latest start date Monday 19 July 2021 Early Market Engagement Not undertaken Who Speclialist Work With The developer will support the service manager to ensure that MOD meets its business objectives for enhancing access to historic military service records via www.gov.uk The developer will join a team which includes Service Manager, Delivery Manager, Technical Architect, User Researcher and Performance Analyst. The developer will be expected to work with Subject matter experts from MOD Disclosure Branches, Policy Leads and members of the public including key user groups for example, genealogists. What Specialists Work On The MOD is seeking a PHP Developer as part of a project team improving access to historic service records via www.gov.uk. The developer is required to iteratively develop the application through the public beta stage and ensure readiness for live service (compliance with Government Digital Service Standard and Government Technology Code of practice required), and maintain the integration of gov.uk/pay and gov.uk/notify services. The developer will need to provide knowledge and skills transfer to DBS staff and work closely with the user researcher on iterative service development based on user needs and stories. Skills & Experience • Experience working alongside a user researcher and technical architect using user centred design practices to ensure user stories and user research are at the heart of product design. • Proven ability to design services to meet valid user needs including planning, designing and conducting usability testing of prototypes. • Proven experience in use of industry standard web application technologies such as HTML, CSS, Java, Javascript, PHP, Ruby and Python. • Excellent written and verbal communication including strong negotiation skills and the ability to influence external partners, suppliers and stakeholders. • Proven experience in use of service-based technologies such as SOAP, RESTful APIs, XML messaging and JSON. 6. Experience of working using Agile Methodology. • Experience Delivering outputs in line with the Government Digital Service Standard, Government Digital Service Design Manual and Government Technology Code of Practice and assessment process. • Experience of deploying and building web applications on Cloud Foundry using buildpacks and the CLI. • Experience of developing products to meet the needs of assisted digital users to ensure the service is designed to enable maximum digital take up. • Proven experience of iterative product development based on user needs and stories. • Proven experience of the ability to share and transfer knowledge and skills to a junior developer to enable their development and learning of industry practice. • Proven experience of the ability to share and transfer knowledge and skills to a junior developer to enable them to effectively manage product/s development and maintenance. Nice to Haves • Understanding of Government Digital Service design principles. • Experience designing services for GOV.UK. • Experience working in multidisciplinary agile teams. • Experience of developing products to meet the needs of assisted digital users to ensure the service is designed to enable maximum digital take up. Work Location Remote working with travel to Bristol, London or Manchester and other UK locations if needed. Working Arrangments A typical working day is 9am - 5pm (however working outside of these hours may be required due to business/project need). The role is based remotely but there may be travel to Bristol, Manchester or London involved or to other regions of the country. Travel expenses outside of the base locations will be covered.
