PT1331 2022 Passenger Transport - Dynamic Purchasing System

Wiltshire Council intends to set up a Dynamic Purchasing System (DPS) for Passenger Transport Services. There will be 2 lots. Lot I, for vehicles with over 16 seats, covering home to school and public transport. Lot 2 will be for vehicles with 16 seats and under covering SEN, social care, and home to school transport. There will also be the option for Wiltshire Council to conduct reverse e-auctions and seek Drivers and Passenger assistants under this DPS, as outlined in the tender documentation. The DPS will run for an initial term of 5 years with an option to extend for any period up to a further 2 years, as defined and at the sole discretion of the Council. The DPS will open for applications from 15/08/2022. Call-offs for tenders under the DPS will commence from 01/12/2022. If a supplier's application is successful they will then be able to receive Call-offs / mini-competition documents and be able to bid for passenger transport services as outlined, as and when it becomes available under this DPS from 01/12/2022. The Council reserves the right to also tender passenger transport services outside of this DPS. Lot 1: Lot 1 Large Vehicles > 16 Seats Public Transport and Education A.3.14 Call-Offs across Lot 1 will be arranged into 4 types, as follows A.3.14.1 Type 1 - Large Value Call-Offs; These will be mini competitions as part of the PTU application programme where routes will be called-off by area over a five-year cycle. The Applications will be put out to market for an expected period of 30 days. The Council reserves the right to change the length of this time for any reason. See Document 4. PTU DPS Lot 1 Mini Competition – Tender ITT DRAFT A.3.14.2 Type 2 - Lower Value Call-Offs; These will be mini competitions for contracts that have been handed back, new requirements or for commercial public transport services which have been de-registered. They will have contract lengths that allow them to be aligned with the five-year Application cycle. These will be put out to market for a period of between 12 to 20 days based on complexity and time constraints. The Council reserves the right to change the length of this time for any reason See Document 4. PTU DPS Lot 1 Mini Competition – Tender ITT DRAFT A.3.14.3 Type 3 – E-Auctions; There will also be the option for the Council to conduct reverse E-Auctions across Lot 1 at will, however the expectation is that this will be conducted across Lot 2 during the lifetime of this DPS. See Document 2. PTU DPS Lot 1 and 2 Mini Competition – E-Auctions DRAFT A.3.14.4 Type 4 – Emergency Call-Offs; These will be mini competitions that will cover for termination of contracts or suppliers unable to cover contracts whether temporarily or permanently. These will be put out to market for a period of less than 10 days based on complexity of the requirement and time constraints. Suppliers in signing-up to this DPS must agree to this shortened timeframe in these instances. A.3.15 All mini competitions in Lot 1 will be awarded on 100% price basis and subject to the Lot 1 Terms and Conditions and General Specification as stated in this ITT and as stated in the Mini Competition Documents. A.3.1..1.1 There is also the option for the Council to conduct Mini competitions for Drivers and Personal Assistants across both Lots 1 and 2. This will be awarded on 100% price basis. PTU DPS Lot 1 and 2 Mini Competition – Drivers and Pas DRAFT PLEASE REFER TO TENDER DOCUMENTATION FOR A FULL NATURE AND QUANTITY OF SERVICES, INCLUDING NEEDS AND REQUIREMENTS Lot 2: Lot 2 Small and Specialist Vehicles < 16 seats A.3.20 Call-Offs across Lot 2 will be arranged into 4 types, as follows A.3.21.1 Type 1 - Large Value Call-Offs; These will be mini competitions as part of the PTU application programme where routes will be called-off by area over a five-year cycle. The Applications will be put out to market for an expected period of 30 days. The Council reserves the right to change the length of this time for any reason. See Document 5. PTU DPS Lot 2 Mini Competition – Tender ITT ITT DRAFT A.3.21.2 Type 2 - Lower Value Call-Offs; These will be mini competitions for contracts that have been handed back, new requirements or for commercial public transport services which have been de-registered. They will have contract lengths that allow them to be aligned with the five-year Application cycle. These will be put out to market for a period of between 12 to 20 days based on complexity and time constraints. The Council reserves the right to change the length of this time for any reason See Document 5. PTU DPS Lot 2 Mini Competition – Tender ITT DRAFT A.3.21.3 Type 3 - E-Auctions; There will also be the option for the Council to conduct reverse E-Auctions across Lot 2 at will. These will be for contracts where there is the expectation from the Council for likely significant response from the market to encourage further competition. It may also be conducted as a form of a ‘trail-run’ initially, to help the supply market adjust to this new mechanism of bidding for new transport services in Wiltshire. These applications may be put out for a period of between 5-45 days based on complexity and time constraints. Please see Document 2. PTU DPS Lot 1 and 2 Mini Competition – E-Auctions DRAFT A.3.21.4 Type 4 – Emergency Call-Offs; These will be mini competitions that will cover for termination of contracts or suppliers unable to cover contracts whether temporarily or permanently. These will be put out to market for a period of less than 10 days based on complexity of the requirement and time constraints. In some instances, these will be put out to market for 3 hours, depending on urgency. Suppliers who sign-up to this DPS will mutually agree to this shortened timeframe in these instances A.3.1..1.1 There is also the option for the Council to conduct Mini competitions for Drivers and Personal Assistants across both Lots 1 and 2. This will be awarded on 100% price basis. See Document 3.
