Summary of the work ANDBC seek to appoint an experienced partner to implement, maintain, support a CMS platform, develop two initial websites on this platform - Leisure and Economic Development. The budget is approximately £50k. Work will include among other things user research, project management, CMS implementation, deployment, training and managed hosting. Expected Contract Length 2 years Latest start date Monday 11 June 2018 Budget Range circa £50k subject to Business Case approval. Suppliers should provide a Day Rate for ongoing design work following delivery of the initial websites. Why the Work is Being Done Ards and North Down Borough Council seek to appoint an experienced partner to implement a CMS platform, and two initial websites to cover: technical project management; user research; creating and interface design; content management implementation; functional testing; deployment; managed hosting. The timeframe for delivery of both sites is 31 August 2018. Problem to Be Solved The current ANDBC Business Support website, www.signalni.com, was developed almost ten years ago and the Council want to improve their online offering to the business community. The Leisure service currently have pages within the Council’s corporate website www.ardsandnorthdown.gov.uk, however, in preparation for the opening of the new centre Council wish to create a new web presence for Leisure that will enable Leisure to easily communicate and engage with its existing and prospective customers using digital channels. Who Are the Users As a Leisure user I need to be able to view timetables, book and pay for activities and access information from the Leisure site such as the services it provides and details about how and who to contact. As an ED users I need to access information, conduct diagnostic assessments,have a secure login to access a Business Directory, book and pay for masterclasses, find out how I access the services provided, where they are located and who and how I contact them and carry out online transactions. Question 1. Do you have any preference for a new CMS? i.e. do any staff users have experience with a particular platform that you wish to leverage? We have no preference to CMS. 2. Question 2. Do you have a particular CMS you would like to use or is this open for proposal? We have no preference to CMS to be used for the proposal. 3. As part of the nice-to-have section, you ask for 'provide CVs and references'. I'm assuming that we have more than 100 words to provide this? Therefore, are you expecting us to link to a document with full CVs and references, or is this just a simple statement saying that we can provide these? When responding please let us know that these will be available in the second stage of the procurement. 4. Please could you provide a list of the required third party applications you foresee the sites being integrated with? At this stage the site will be required to integrate with Xn (Leisure Management system), Eventbrite and Mailchimp. 5. Please could you provide a list of the required third party applications you foresee the sites being integrated with? The Xn Leisure MIS will handle payments via Worldpay which is already in place. The ED users making payments will be handled by Worldpay which is already in place. There is no CRM systems in place. 6. As we are limited to a word count, is it acceptable to add a hyperlink to CV's? When responding please let us know that these will be available in the second stage of the procurement. 7. You say that "Suppliers should provide a Day Rate for ongoing design work following delivery of the initial websites." Would this also cover ongoing support, or are you thinking of some other arrangement? The Day rate is for ongoing design work only. Support costs should be detailed separately and are provided for within the current cost envelope. 8. "As a Leisure user I need to be able to... "As an ED users I need to..." Both of these points imply a need to integrate with payment and CRM systems - do these exist already? Can you provide more details? The Xn Leisure MIS will handle payments via Worldpay which is already in place. The ED users making payments will be handled by Worldpay which is already in place. There is no CRM systems in place. 9. Do you have a required % SLA for the hosting provision? How long is the hosting provision for and is it to be provided within the current cost envelop or will additional funds be available? 99.999% availability measured over a calendar month. SLA will be discussed further at the next stage of the procurement.The hosting provision is initially for 2 years and should be provided for within the current cost envelope.
