Emptying and transport of sludge from small sewage treatment plants, framework agreement.

Description

The contest will be for emptying and transporting septic sludge from small sewage treatment plants (< 50 pe) in Drammen, Hole, Holmestrand, Krødsherad, Lier, Modum and Øvre Eiker Municipalities. The plants comprise interceptors for sludge (septic tanks), sealed tanks, miniature treatment plants, outside toilets, etc. Interceptors for sludge connected to the municipal sewerage system are not included in the competition. The emptying scheme is voluntary for tanks that do not have a water connection (privies, incinerator toilets etc.). It will not be possible to propose systems where dewatering of the septic is carried out on site. The contract value is estimated to be above the EEA threshold. The volume can be both higher and lower, and will depend on, amongst other things, the contracting authority's needs, activities, budgetary situation and other framework factors. Lot 1: The annual volume is based on historical figures and is stated in the price sheet. Estimated maximum value for 4 years, including any changes and expected price rises, excluding VAT: Zone 1: Drammen - approx. NOK 6.8 million. Zone 2: Hole - approx. NOK 4.4 million. Zone 3: Holmestrand - approx. NOK 8.8 million. Zone 4: Krødsherad - approx. NOK 4.4 million. Zone 5: Lier - approx. NOK 8.8 million. Zone 6: Modum - approx. NOK 13.2 million. Zone 7: Øvre Eiker - approx. NOK 8 million. Sub-tenders/groups One contract will be signed per municipality. Tenderers can choose how many municipalities they can submit a tender for. Tenders cannot be submitted for parts of the assignment, nor can a tenderer submit an alternative tender. Discounts that are not already included in the total prices in the price sheet, or conditional discounts that presume the award of several zones, will not be taken into account. Tenderers must give their best tender for each zone. Zone 1: Drammen Zone 2: Hole Zone 3: Holmestrand Zone 4: Krødsherad Zone 5: Lier Zone 6: Modum Zone 7: Øvre Eiker Framework agreement The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms. A start-up meeting will be held with the tenderer immediately after the contract has been signed in order to have a flexible transition for the start-up of the contract. This must be cost free for the contracting authority. The contracting authority will enter into a contract with 1 tenderer per municipality. The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
