Technical Consultancy Framework for Greenways and Active Travel

Background In 2021 TII was delegated additional functions in relation to Active Travel and Greenways. TII is the Approving Authority under the Public Spending Code for Greenways and is actively engaged in the planning and design of other active travel facilities, including progression of a National Cycling Strategy. Back in September 2022 a Prior Information Notice (PIN) was issued to the market, back then TII were anticipating that the tender docs would be issued for this competition in earlier 2023, however due to issues outside of TII’s control there has been a delay, as a result TII anticipate publishing the tender docs in early November 2023, this is the main purpose of this PIN. The Proposed Services A portfolio of over 75 potential projects has been collated at this point and TII have identified the need for significant Technical Advisor Resources to take these projects through the various Phases of the TII Project Management Guidelines (PMGs) and Project Appraisal Guidelines (PAGs). It is anticipated that this list of projects may grow over the next 12 months. There is considerable variance in the scale, nature, and complexity of these projects, with some envisaged as greenfield schemes, while others are likely to take advantage of existing road, canal, and rail corridors. In more urban areas the projects tend to be Active Travel projects rather than Greenways, that is the delivery of specific purpose walking/cycling routes, as opposed to recreational greenways. TII plan to establish frameworks for use by both TII and partner local authorities to advance the development of national and regional greenway infrastructure. There are two lots; Lot 1 for projects with construction value great than €10M, Lot 2 for projects with construction value less than €10M The deadline for response to this PIN via the e-tender website is Wednesday 1st of November by 12 noon. Please note the time limit for the receipt of proposals is set on at 22nd of December 12noon but this is only done to keep the portal open for post proposal communication. Note, submissions are to be uploaded with attachments via the messaging services.
