Description

The Total Preparedness Commission will assess and promote proposals on how society's total resources can and ought to be arranged for the further development of public safety and preparedness, and to ensure the best possible use of preparedness resources. The commission will review both strengths and weaknesses in the current preparedness, and give clear and concrete recommendations on what ought to be prioritised in future preparedness work. The commission must account for administrative and economic consequences of its recommendations, and at least one proposal must be based on unchanged resource use. The tenderer will assist the commission with carrying out socio-economic assessments of the effects of the commission's recommended measures. The need for assistance is expected to be in the period from the end of Otober 2022 – 1 April 2023. The first draft of the report will be submitted on 1 March 2023, and the final report must be submitted on 1 April 2023. The review must be carried out in accordance with the requirements in the review instructions. The tenderer will assist the commission with carrying out socio-economic assessments of the effects of the commission's recommended measures. The commission can propose measures aimed at different types of policies, such as regulating by law, financial management policies, changes to organisation, educational policies, and the use of technological policies. The commission's measures and recommendations can be aimed at a national level with the government, ministries, and government departments, as well as at regional and local levels with counties and municipalities. Furthermore, public, private and voluntary organisations, in addition to the collaboration and cooperation between the different actors, sectors, and management levels can be subject to the commission's assessments and recommendations. Most of the assignment consists of reviewing the socio-economic consequences of the commission's recommended measures. This analysis will be a separate annex to the public review.
