Description
The contracting entity is undertaking a competitive tender process to establish single supplier framework agreements for the provision of general and specialist advice to Ervia, Gas Networks Ireland, Irish Water and the Trustees (Trustee Boards) of the occupational pension schemes in place (as outlined in Appendix 3), including accounting services. The scope will also include liaising with: • pensions in an mergers and acquisitions situation; • semi state bodies, Government departments, local authorities and other regulatory bodies; • trade union bodies and other stakeholders. The contracting entity is undertaking a competitive tender process to establish single supplier framework agreements for the provision of general and specialist advice to Ervia, Gas Networks Ireland, Irish Water and the Trustees (Trustee Boards) of the occupational pension schemes in place (as outlined in Appendix 3), including accounting services. The scope will also include liaising with: • pensions in an mergers and acquisitions situation; • semi state bodies, government departments, local authorities and other regulatory bodies; • trade union bodies and other stakeholders. Lot 1 Pensions Advisory Services to Ervia This lot involves the provision of general and specialist advice to Ervia in respect of the following: • pension schemes (both DB & DC); • operational and actuarial as well as general consulting. There will be separate single supplier frameworks for use by framework users. Immediately upon conclusion of these single supplier frameworks, contracts will be put in place between the relevant framework users and the winner of each respective Lot. Lots 1 and 2 will be awarded as separate single supplier framework agreements. Ervia will evaluate tenders for each lot separately • a tenderer can win a maximum of 1 lot out of lots 1 and 2 (tenderers cannot win both lots); • lot 2 pension advisory services to the trustees, will be evaluated first; • the tenderer who is selected as the preferred tenderer (MEAT Tenderer) under lot 2 will not be eligible to win lot 1, and will not have its tender evaluated for lot 1; • a separate submission must be provided per Lot being applied for. Ervia will evaluate tenders for each lot separately • a tenderer can win a maximum of 1 lot out of lots 1 and 2 (tenderers cannot win both lots); • lot 2 pension advisory services to the trustees, will be evaluated first; • the tenderer who is selected as the preferred tenderer (MEAT Tenderer) under lot 2 will not be eligible to win lot 1, and will not have its Tender evaluated for lot 1 (if the Tenderer has applied for this lot also); • a separate submission must be provided per each lot. As part of the re-organisation or restructuring of Ervia, the framework users and/or their group and subsidiaries at any time in the future, the right is reserved to reduce or alter the scope of services to be provided under a particular Lot, framework agreement or contract including, without limitation, by removing certain subsidiaries, entities or business units from the scope of the services or reducing the scope of the existing services to be provided to certain existing framework users. This could include, at Ervia discretion, an extension of the term of the framework agreement in respect of some framework users and not others. The circumstances in which this may arise could include the proposed separation of Irish Water from Ervia which may impact the scope of the services to be provided. Also, if an entity satisfies the definition of a framework user at any point during the term of a framework agreement, it will, unless Ervia elects otherwise, remain eligible to award and enter into a contract under a framework agreement even if it subsequently ceases to satisfy the definition of a framework user. Similarly, a Lot and framework may be extended in scope from time to time to apply in respect of any new subsidiaries or business that satisfy the definition of framework user from time to time. This lot involves the provision of general and specialist advice to the trustees in respect of the following: • pension schemes (both DB and DC); • accounting/actuarial advice and auditing to the Trustees in respect of pension schemes; • permanent Health Insurance and life assurance. There will be separate single supplier frameworks for use by framework users. Immediately upon conclusion of these single supplier frameworks, contracts will be put in place between the relevant framework users and the winner of each respective lot. Lots 1 and 2 will be awarded as separate single supplier framework agreements. Ervia will evaluate tenders for each lot separately • a tenderer can win a maximum of 1 lot out of lots 1 and 2 (tenderers cannot win both lots); • lot 2 pension advisory services to the trustees, will be evaluated first; • the tenderer who is selected as the preferred tenderer (MEAT Tenderer) under lot 2 will not be eligible to win lot 1, and will not have its Tender evaluated for lot 1; • a separate submission must be provided per lot being applied for. Ervia will evaluate tenders for each Lot separately • a tenderer can win a maximum of 1 lot out of lots 1 and 2 (tenderers cannot win both lots); • lot 2 pension advisory services to the trustees, will be evaluated first; • the tenderer who is selected as the preferred tenderer (MEAT Tenderer) under lot 2 will not be eligible to win lot 1, and will not have its tender evaluated for lot 1 (if the tenderer has applied for this lot also); • a separate submission must be provided per each lot.
