Framework Service Contracts for Providing Assistance in the Field of Occupational Health and Safety, Environment and Security within the Ispra Site (Italy) of the Joint Research Centre

The intended framework service contracts are aimed at supporting the Safety and Security Unit of Department R of the JRC Ispra, in maintaining its high standards in the field of occupational health and safety, security and environment in application of the Italian Law 906/1960, establishing the JRC Ispra Site. Given the nature of the required services, potential conflicts of interest between the successful tenderer and the current contractors should be avoided. In this regard, it is stated hereby that a contractor (or parts of the same industrial and/or commercial group, or members of the consortium, or his subcontractors, if any) which has already been awarded one of the following contract provision of safety coordination services for construction sites and plants at the JRC-Ispra site concluded in 2019 (Contract Award Notice 2019/S 173-421216) cannot participate in this call for tender. Support to the safety office: in application of the Italian Law 81/2008, the aim of the JRC Ispra policy on OH&S is to control (eliminating or mitigating) the risks for all persons in the JRC Ispra premises due to chemical, physical, biological, organisational hazards. The JRC Ispra has decided to make recourse to specialised service providers, for providing assistance for safety consulting. This can include: provision of support to the safety office operations or to other OH&S services, provision of technical expertise, support to planning, execution and registration of risks assessments and related action plans, control on physical, chemical, biological, organisational and other hazards present at the JRC Ispra premises and affecting its occupants in normal, accidental and/or emergency conditions. Support to the safety, environmental and security inspectors: the JRC Ispra conduces safety security and environment controls under its own responsibility, as it derives from Law 906/1960. The site manager instituted an Inspection service on safety, environmental and security issues, which conducts inspections and enquiries on the Ispra site. This inspection service is equivalent to the Italian national authorities, which perform the same inspections and enquiries in the Italian territory. To cover the variety of the possible expertise and to reinforce the team of Inspectors, the JRC Ispra has decided to make recourse to specialised service providers, for providing expertise in national law and EU norms and legislation and assistance in the safety, environmental and security inspections.
