North Ayrshire Council (“NAC”) are looking to notify the market about the contract opportunity for the Mill Burn, Millport Flood Protection Scheme. Exact dates have yet to be confirmed however, we hope to award September 2025 to commence October 2025 with completion anticipated to be in March/May 2026. The purpose of this market engagement questionnaire is to give suppliers advanced notice of the project, determine the best route to market, and to help shape the procurement process in terms of any minimum requirements set. NAC are a strong believer in early contractor involvement to ensure the success of projects. We would therefore like to encourage you to participate to ensure your feedback is captured and considered. The procurement process will be carried out via Public Contract Scotland-Tender. The questionnaire should be returned to William Tomelty, Procurement Team Manager (Sustainability) at williamtomelty@north-ayrshire.gov.uk before close of business 12th February 2025. Lot 1: NAC require the installation of an overflow culvert on the Mill Burn, Millport, from the start of the existing long culvert on Golf Road, downstream of Millport Golf Course, to a new outfall at a new coastal defence wall on West Bay Road. The proposed culvert includes a 494 metre 900mm diameter flow diversion culvert between Golf Road/Kirkton Crescent junction and West Bay Road via Nether Kirkton Farm following the perimeter of existing field boundaries. NAC also requires a 57m section of flood defence wall to be constructed at West Bay Road. The new flood defence wall is to replace the existing wall and will consist of precast concrete units. Please refer to drawing IBE1496-RPS-EN-XX-DR-K-5000 which gives an indication of the route of the proposed diversion culvert and site boundary.. Following the findings of the National Flood Risk Assessment, the development and implementation of the Mill Burn, Millport Flood Protection Scheme has been included as an action in both the first and second Ayrshire Local Flood Risk Management Plan. When complete the scheme will provide a one in 200 year standard of flood protection to 124 island properties.
