Framework agreement for the preparation of formal plans for Nye Veier, including: — municipal sector plan, — area development plan, — detailed development plan, — impact assessments. The consultant must prepare all material necessary for solving the assignment in accordance with current laws, regulations and other sets of rules. The consultant must expect that in the process, there may be a need for reviews beyond what is described in the law and regulations. The consultant will manage, organise and conduct the process of preparing the plans, including necessary applications to the authorities, and chairing meetings for participation processes and public hearings. The prepared plans will allow and give the necessary leeway for the contractors' detailed engineering design services in the subsequent phase (turnkey contract).
