Description
Southern Water Services is going to market for strategic partners to provide services relating to Power Generators, High Voltage, Low voltage, Uninterruptable Power Supply (UPS) and Transformers. This provision will likely be a two-stage restricted tender to set up a Power framework agreement lasting 4 years, with an option to extend for a period of up to 4 years. It is anticipated that the opportunity will be formally published in Q3 2023. The supply of equipment and services will be across the entire Southern Water Services (SWS). SWS region covers Kent, Sussex, Hampshire and the Isle of Wight. One of SWS key aims is Resilience; therefore SWS has a requirement to ensure 24/7 365 that SWS have fully maintained fixed and mobile power generators, Uninterruptible Power Supply, switchgear, High Voltage (HV) equipment and Low Voltage equipment. SWS has over 400 sites – many of these sites require HV maintenance or isolation as required. The Goods and Services which the successful bidder(s) will be asked to provide under this agreement is currently split across 9 lots. Bidders will be eligible to apply for one or more of the available lots. The lots are currently as listed below: 1 Supply and Installation of Generators 2 Supply and Installation of UPS 3 Generator Maintenance 4 UPS Maintenance 5 Generator Hire 6 HV Maintenance & Training 7 LV Maintenance 8 Supply and Installation of Transformers 9 Supply and Installation of HV Lot 1: Supply and Installation of Generators This Lot will cover all works and services related to supply and installation of new generator assets and asset replacements including (but not limited to): project management; design; installations including cabling works and other ancillary equipment. These services relate to generators in SWS sites including Water Pumping Stations, Sewage Treatment Works, Water Treatment Works and Sewage Pumping Stations. This lot explicitly covers but is not limited to fixed and mobile generators with a rating of 30 to 2500kW. Lot 2: Supply and Installation of UPS This Lot will cover all works and services related to Supply of all ranges of UPS systems across the entire Southern Water region. Lot 3: Generator Maintenance This Lot will cover the provision of the servicing and maintenance of Generator Sets across the entire Southern Water Region covering approx. 550 Generator sets ranging from 35kva – 3 Megawatt. Reactive repair and maintenance of Generator sets in accordance with the Service Levels and shall use all reasonable endeavours to ensure the safe, efficient and economic maintenance of the said equipment. The Generators shall be maintained in accordance with relevant Southern Water Maintenance Tasks (MF0698 & MF0708) as a minimum and any additional agreed manufacturer’s recommendation The Service Provider shall be required to operate an emergency contact call out service at all times (24 hour, 365 days), to attend and repair/ mitigate any issues on the generator assets and associated breakers. The Service Provider shall undertake to provide for the duration of the term skilled engineers (competent persons) in the examination, maintenance, testing and repair of SWS Generators Lot 4: UPS Maintenance This Lot will cover all planned and reactive maintenance and repair works for UPS assets including any equipment refurbishment and / or repairs, both onsite and offsite in workshops. These services relate to Southern Water UPS sets and assets on its wastewater and clean water treatment sites and pumping stations. Lot 5: Generator Hire The Lot will cover the provision of the hire of Generator Sets across the entire Southern Water Region covering Kent, Sussex, Hampshire and the IOW with Generator sets ranging from 35kva – 3 Megawatt. Lot 6: HV Maintenance & Training This Lot will cover the provision of the servicing and maintenance of all HV apparatus across the entire Southern Water Region covering approx. 82 sites. These sites have varying degrees of HV apparatus ranging from: a single HV transformer feeding a Main Intake LV switchboard to, complex networks involving sites with Main Intake HV Substations and associated transformers. These substations in turn also feed HV ring and radial circuits with additional HV apparatus placed at strategic points creating additional load specific HV substations, again with associated HV apparatus. Lot 7: LV Maintenance The agreement shall be for the provision of the servicing and maintenance of all LV Assemblies across the entire Southern Water Region covering all sites in Kent, Sussex, Hampshire and the Isle of Wight. The LV Assemblies servicing and maintenance focuses on the internal make-up of the LV Assemblies themselves (internal busbars, fishplates, dropper connection bars, dropper connection cable assemblies, and all integral incoming and outgoing switching devices within the switchboard (LV Air Circuit Breakers [ACB’s] and their associated protection, switch-fuses, MCB’s, Power Factor Correction [PFC] devices, etc). Lot 8: Supply and Installation of Transformers This Lot will cover all works and services related to supply and installation of new transformers including as an option close coupled or free-standing ring main units. This will cover new assets and asset replacements including (but not limited to): project management; design; installation including ancillary equipment. These services relate to transformers in SWS sites including Water Pumping Stations, Sewage Treatment Works, Water Treatment Works and Sewage Pumping Stations. This lot explicitly covers but is not limited to transformers with a rating between 315 and 2500kVA. Lot 9: Supply and Installation of HV This Lot will cover all works and services related to the project management, design, supply, installation, commissioning, and hand over of High Voltage (HV) electrical installations. This will cover new assets, asset replacement and existing asset modifications. The work will cover switchgear, transformers, cabling, tripping battery units, UPS, standby generators, and control systems associated with the HV power distribution system. These works will relate to SWS sites including Sewage Treatment Works, Water Treatment Works, Sewage Pumping Stations and Water Pumping Stations.
