Description

Scottish Government wish to appoint a Supplier with appropriate experience to develop a set of core training materials. We intend for these materials to be rolled out across Scotland and used in initial training for Appropriate Adults in all local authority areas to ensure that there is consistency in terms of core training for the role. The objective of this project is to develop a single, coherent, nationally-recognised training pack both drawing on existing training and developing new materials. This will build upon the training which already exists by addressing the matters to ensure that all Appropriate Adults, irrespective of where they are based, have access to high quality and consistent training to ensure that they are equipped with the relevant knowledge to undertake the role to a high standard. We are looking to appoint a Supplier with experience in developing training materials to undertake work that meets the following deliverables to accomplish this project’s objective: 1) Delivery of an inception report which should detail the agreed project plan and include a note of the inception meeting. This report should provide details on each stage of the project (i.e. approach, task allocation, corresponding timescales, reporting schedules, risk management, management arrangements and contingencies etc.). 2) A desk-based review of existing training materials. This will include reviewing materials used in Scotland, including the two packs referenced above, and also reviewing materials which may be relevant that are used in other sectors and in other countries. 3) Consultation with Appropriate Adult practitioners to ensure that all training needs are identified and the logistics of delivering the training is fully understood. This will involve setting up sessions with practitioners across Scotland. 4) Collaboration with the National Appropriate Adult Coordinator and other agencies and specialists set out in the “Specialist inputs” section above to identify information required relating to the key areas/specialisms which should be included in the training materials. 5) The creation of a nationally-recognised pack consolidating existing and new training materials that can be rolled out across Scotland, irrespective of the delivery model of the Appropriate Adult service. This should include all of the inputs developed in collaboration with specialists (Deliverable 4, above) and a facilitator’s pack. 6) Organising and supporting the delivery of a pilot training session or sessions, and undertaking an evaluation of this session. The session should involve practitioners from different parts of the country / different service delivery models to ensure that the materials can used irrespective of how the service is delivered and where it is located. 7) Supporting the delivery of a train-the-trainer event to show those who will be delivering the sessions locally how to deliver and evaluate the training. It is expected that specialists involved in Deliverable 4, above, should be involved in this event. 8)Delivering a report on the project, which should include recommendations for future development and roll-out, including a recommendation for the duration of the training. The Supplier would be expected to present their findings and recommendations to the National Appropriate Adult Oversight Group, which is chaired by the Mental Welfare Commission and plays a central role in overseeing the development of statutory service.
