Description

EirGrid requires the services of multiple specialist consultants to assist it with the development of the Irish Electricity Transmission System Assets. EirGrid intends to establish a Framework for the provision of these services using the following Lots: • Lot 1: Advice on Project Feasibility • Lot 2: Project Consultant • Lot 3: Landowner Engagement • Lot 4: Client Engineering - Technical Authority and Maintenance of the Transmission Assets • Lot 5: Managed Services - Project Management and Engineering Candidates are invited to submit a qualification application for inclusion on the tender list for one or more of the applicable Lots in accordance with this document. EirGrid envisages qualifying between five and seven Candidates per Lot in the case of Lots 1, 3 4 and 5 and between seven and nine Candidates for Lot 2 from this pre-qualification process. Three companies will then be appointed to the final framework for each of Lot 1, 3, 4 and 5 and five companies will be appointed to the final framework for Lot 2 subject to the quality of responses received. The framework agreement period will be for an initial duration of five years with the option to extend one or more Lots annually for up to an additional three years, subject always to the satisfactory performance of the members. Candidates who successfully qualify for one or more of the above Lots will be invited to submit a tender proposal for said Lot(s). Those invited to submit a tender for the multi-party frameworks will be evaluated on the basis of the award criteria contained in the tender documentation with the top three tenderers (Lots 1, 3 4 and 5) and top five tenderers (Lots 2 ) being offered a place on the framework. Thereafter, as contracts arise, Tenders will be awarded primarily using the cascade mechanism described in the Pre Qualification Questionnaire with the use of mini-tenders being employed in certain circumstances.
