Description
Cambridgeshire County Council is planning for the upcoming procurement of its Homecare provision and we have been conducting preliminary market engagement over the last year (FATS UK2 ref: 2026/S 000-018983). Our intention is to issue a Tender Notice in the summer (anticipated early July 2026). In advance of publishing the Invitation to Tender, we are setting out further details on the planned requirements. This is intended to help interested providers prepare for the opportunity and ensure they can meet the expected requirements of the forthcoming procurement. Please note that the following requirements are indicative only and may be refined prior to the release of any formal tender documentation. Commissioning Intentions: We intend to move to a strengths-based model of homecare, focussing on enablement, on social inclusion and on supporting people to live as independently as possible. As part of this, we will be tendering the contract in 15 place-based Lots, each Lot being an area/zone of Cambridgeshire, with a small number of providers per zone. Providers will be restricted from holding more than four zones each. There will be a single service specification. Providers will be expected to meet the homecare needs of people requiring care and support, including older people and working age adults and those with dementia, physical disabilities, learning disabilities, mental health issues and autism. Potential Provider Requirements: bidders will need to demonstrate the following to meet anticipated requirements. Failure to do so will result in the bid being rejected. 1. Care Quality Commission (CQC) Rating Providers are required to hold CQC registration for Homecare rated "Good" or above to align with the proposed service delivery model. 2. Expanded CQC Registration Based on our service design and our plan for a single specification covering homecare for all client groups, we anticipate providers will require CQC registration including categories of care aligned to the proposed service delivery model, including Learning Disabilities, Mental Health and Autism 3. Local Office / Local Presence Providers are required to have an office within Cambridgeshire or Peterborough, or within 3 miles of the county boundary. 4. Relevant Experience and Capacity Experience of delivering similar services at scale, with the ability to respond to fluctuating demand and ensure continuity of care. This notice is issued for market awareness and early engagement only. It does not constitute a call for competition, a commitment to procure, or confirmation of the final requirements. Further details will be provided in the forthcoming procurement documents should the opportunity progress to tender stage.
