Description

The Urology Service at Gloucestershire Hospitals NHS Foundation Trust is a specialist surgical department responsible for the diagnosis and management of conditions affecting the kidneys, ureters, bladder, prostate, and male reproductive organs. The Urology Service provides a comprehensive range of elective and emergency urological care to patients within the Authority’s catchment area. The Authority is currently experiencing a substantial backlog within the Urology Service, with particular pressure across diagnostic and operative pathways. In order to address this challenge, additional capacity is required to support the delivery of high‑volume diagnostic activity, specifically through the provision of Flexible Cystoscopy clinics. The expansion of this diagnostic capacity is essential to enable the Trust to achieve compliance with key national performance standards, including Referral to Treatment (RTT) targets, Cancer Waiting Times, and the Diagnostic Waiting Time (DM01) standard. Accordingly, the Authority seeks to secure a Clinical Insourcing Service to deliver high‑volume Flexible Cystoscopy clinics within Authority premises. The appointed Supplier will be required to operate in full accordance with Authority policies, governance frameworks, and quality assurance processes to ensure continuity of patient care and adherence to clinical standards. Given the clinical risks associated with delayed cystoscopic assessment, rapid mobilisation of the service is imperative. Any delay in the delivery of cystoscopy procedures presents a significant risk to the timely diagnosis and treatment of malignant disease and may have direct implications for patient outcomes. This opportunity concerns the Direct Award of an urgent short-term Call-off Contract for the insourcing of Flexible Cystoscopy services under the Countess of Chester Framework Agreement (Ref: F/098/CS/25/IB), which is compliant with the Provider Selection Regime (PSR). The Supplier MUST deliver a minimum of 250 Flexible Cystoscopy procedures by 29 March 2026. In accordance with the specification, these high‑volume diagnostic sessions MUST be undertaken outside of core working hours (Weekends and Bank Holidays, 0800hrs to 1800hrs) and conducted at either Cheltenham General Hospital and/or the Community Diagnostic Centre.
