Description
A study is required to comprehensively examine and analyse the current situation regarding transport of radioactive materials in the EU Member States. The first aim of this study should be to identify actions or improvements at EU or national levels which will ensure the highest possible level of radiation protection and nuclear safety and nuclear security in Europe; promote, strengthen and harmonise the safety and security in transport, in line with the latest scientific and technological developments and taking account of current and potential future radioactive materials transport practices and procedures. The second aim of this study is related to the transparency of transport activities and to identify actions or improvements at EU or national levels which would be necessary to dispel some lack of trust in the transport of radioactive material and ensure public confidence. The scope of this study shall cover all EU Member States and should cover mainly transport of radioactive materials by road, by rail or by inland waterway. The study should include the following points as a minimum: — collection of data in the EU Member States regarding the transport of radioactive materials by road, by rail or by inland waterway, — review of current relevant international and EU MS regulations and practices concerning the safe and secure transport of radioactive material. This should in particular address the procedure of national authorisation for transport, safety certification of packages, emergency procedures, training, transparency, etc., — identification of the key gaps in implementation and possibilities for further improvement and harmonisation of safety, security and radiation protection levels for transport of radioactive materials in the EU Member States, — organisation of 2 workshops and of associated reports presenting the data collected.
