Description

Cardiff Council seeks to enter into two service contracts for accommodation and support services for young people. Services that will be commissioned include emergency and hostel accommodation, move-on floating support and a variety of supported accommodation. A range of supported accommodation is required to meet needs in a stable and supportive environment where young people are able to address their underlying issues. It is intended that the services will provide support at the right level for the individual and are responsive to changing needs. Services will focus on ensuring that young people are fully prepared for independent living and are supported to move on when the time is right, with a strong emphasis placed on education, training and employment. The Council proposes to award 2 contracts for accommodation and support for young people. Both contracts will mainly comprise of supported accommodation however, each will include floating support provision to assist young people with their move on to independence. Service 1 will provide: — emergency accommodation and Hostels, — lower level supported accommodation schemes, — floating support to move on, — ongoing contact and support. The contractor will provide: 1) Supported accommodation: 2) Specialised 24 hour safe supported accommodation for young people provided as hostel accommodation and visiting schemes; 3) Specialist hostel accommodation with 24 hour support and emergency provision; 4) Accommodation with support provided by visiting staff. Placements will last approximately 6 months on average and seek to address the underlying issues presented by each individual young person. The aim is to prepare young people for successful and maintained independent living in the community. Help will to be provided to identify and secure the right accommodation for the individual young person once they are ready for independent living and support the young person so that they are able to do this in the future. Floating support will be provided to all young people moving on from supported accommodation. The aim is to minimise the risk of a young person failing to make a successful transition to independent living. Floating support will be provided to ensure that the young person has the confidence to manage their tenancy, is involved in their community and not socially isolated, and has the support they need to access education employment or training. Ongoing contact and support to remain in contact with the young person and provide low level support where needed for a year after the young person moves from supported accommodation. The Council proposes to award 2 contracts for accommodation and support for young people. Both contracts will mainly comprise of supported accommodation however, each will include floating support provision to assist young people with their move on to independence. Service 2 will provide: — smaller more intensive supported accommodation schemes, — floating support to move on, — ongoing contact and support. The contractor will provide: Supported accommodation: — small units of specialised 24 hour safe supported accommodation for those young people who are particularly vulnerable e.g. at risk of self-harming or suicide, and more challenging individuals e.g. with a history of offending or substance misuse, — placements will last approximately a year on average and seek to address the underlying issues presented by each individual young person. The aim is to prepare young people for successful and maintained independent living in the community, — help will be provided to identify and secure the right accommodation for the individual young person once they are ready for independent living. Floating support: — floating support will be provided to all young people moving on from supported accommodation. The aim is to minimise the risk of a young person failing to make a successful transition to independent living. This support will: —— floating support will be provided to ensure that the young person has the confidence to manage their tenancy is involved in their community and not socially isolated and can access the support they need to access education employment or training. Ongoing contact and support: — remain in contact with the young person and provide low level support where needed for up to a year after the young person moves from supported accommodation.
