Summary of the work Support is required to brief the Trust Board on the extent of the transformation required, with a view to obtaining approval and securing the necessary funding to implement a fit for purpose data strategy within the Trust. What Specialists Work On Support is required to brief the Trust Board on the extent of the transformation required, with a view to obtaining approval and securing the necessary funding to implement a fit for purpose data strategy within the Trust. The following pieces of work are sought: 1. An options appraisal identifying the possible range of approaches to transform the Trust’s data usage, and a recommended approach for the Trust to consider 2. An accompanying strategic outline case detailing: a. The case for investment and change b. Indicative costs c. Indicative timelines for the implementation. Skills & Experience • Experience in developing a Data Strategy in the NHS • Evidence of understanding and implementing a variety of current market-leading business intelligence softwares Nice to Haves • Experience in developing a Data Strategy in a mental health NHS Trust • Assist with implementation and delivery of the strategy in the next phase of the project Work Location St Ann's Hospital, N15 3TH Working Arrangments Group sessions onsite as necessary Security Clearance N/A at this stage No. of Specialists to Evaluate 5 Cultural Fit Criteria • Must be able to translate clinical drivers into technical requirements • Evidence of working in the NHS on similar projects Assessment Method Reference Evaluation Weighting Technical competence 45% Cultural fit 10% Price 45% Questions from Suppliers 1. Is there scope for an extension beyond the stated 3 months? The initial piece of work to deliver the outputs requested here need to be completed within three months. There may be an opportunity to provide further support to the Trust with the implementation and delivery of the data strategy. 2. Is there a current incumbent in post? There is not a current incumbent in post. 3. To offer a clear data strategy it is important to know the current and intended operating models for governance and operations management – and the current technology / data environment and any constraints on future possible technology facilities. Are these matters known from good current state identification work – or will clarification of current state be a prerequisite which needs to be included in our scope? The Trust would like an output that has recently reviewed the current state as part of the scope of the opportunity we are offering. The Trust would prefer to see a response that includes the need to do this as part of the scope of their activities. 4. Please could you confirm the IR35 status for this opportunity? The Trust are looking for an output to be delivered as a service, therefore this is outside IR35. 5. do you have a daily rate guideline for budget purposes? My expectation is that this piece of work can be delivered for £50k or less. 6. With the price being at 45% could you advise what banding/budget there is on offer? Maximum likely budget for this piece of work is £50k 7. Are there any specific technologies involved? The Trust currently operates on a predominantly Microsoft estate. No decisions have yet been made around the most appropriate technology or tools required in future and we would be looking to the output of this work to assess the options and make recommendations based on the Trust business requirements 8. Is this a full time role? (5 days per week) We are looking for an output to be delivered as a service. The Trust is not looking to appoint to an interim role. 9. Does BEH Mental Health Trust require a data strategy focused more on becoming data value and data driven Trust / ecosystem (demand side of the data strategy) or on the data platform and tools (supply side of the data strategy)? At this stage, the strategy should focus on the data platform and tools. 10. Can you confirm what is the current critical application infrastructure? The Trust operates on a Microsoft environment. Critical applications/systems within scope of the data strategy are:• NHS Electronic Staff Record• Allocate’s eRostering system and Safecare module• Ulysses Incident and Risk management system• Jonah/Pride and Joy Bed management system• Servelec RiO (main patient record)
