Crown Estate Scotland operates a seabed licensing scheme for private mooring holders and constituted Mooring Associations. The scheme is operated by Bidwells, Crown Estate Scotland’s outsourced property manager for marine leisure seabed agreements. This socio-economic study is being undertaken to research and report on the contribution the the private moorings sector makes to Scottish Government sustainable development goals in the context of Crown Estate Scotland’s statutory duties under Section 11 of the Crown Estate Scotland Act 2019. Crown Estate Scotland is seeking to appoint a specialist for a one-off contract to undertake a socio-economic assessment study of the contribution the private moorings sector makes to the most relevant sustainable development goals in Scotland. The main objectives are to: - Research, quantify and report on the contribution the private moorings sector makes to economic development on a local, regional, and national scale. - Research, quantify and report on the contribution the private moorings sector makes to social wellbeing on a local, regional, and national scale. Further information on the two sustainability goals listed above and their application in the context of the Scottish Crown Estate can be found in section 4 of the Scottish Government’s Strategic Management Plan for Crown Estate Scotland. The successful bidder will be expected to gather new data from seabed mooring licence holders and representative organisations alongside ‘desk based’ research. The final report should include the method and rationale for the data collection and conclusions reached, and a statistical analysis with confidence levels. The total number of moorings licensed under the scheme varies from year to year, but the current number and geographical distribution by Local Authority jurisdiction are provided in the ITT.
