Description

This is a preliminary market engagement exercise and the contract, procurement route, scope, term and budget are subject to change based on the findings of this exercise. The UK Fund will be seeking a single or consortium of suppliers to cover the following elements: 1) Analysis of programme level monitoring data: The UK Fund team gathers information on all grants through online surveys, grant management discussions and grantholder events. The selected suppliers will be responsible for reviewing and refining this existing monitoring framework, as well as managing future data collection and analysis. This work aims to strengthen the team’s and grantholders’ understanding of the programme’s overall impact, while identifying emerging themes and lessons from individual projects. The resulting insights will inform internal funding practices and shape future research priorities. For instance, if recurring trends are identified in the data, the team may commission additional research to explore these areas in greater depth. 2) Mission level (Communities and CYP) impact evaluations: The suppliers are expected to conduct two impact evaluations to help the Fund to understand the impact of grants on both missions. The work should also identify best practice within the fields, map subject specific evidence gaps, and evaluate how grantholders current work aligns with ongoing developments in the subject areas. A comprehensive impact evaluation of each mission will not only meet the Fund’s evidence ambitions but also provide valuable insights to the sector and grantholders about each mission area and the contribution of our funding. 3) Grantholder learning contract: The learning aspect of the contract aims to create a supportive network for grantholders to generate and share real-time insight, problem-solve and learn together, and produce learning outputs that benefit the sector. The learning activities and topics covered should be informed by grantholders. As an example, some themes that might of interest could include: voice, building relationships, agency, community systems, lived experience, systems change, place-based work and cross-country collaboration. The methodology and methods for all the work described above is to be suggested by the supplier. It is expected that both the evaluation and the learning element incorporate co-learning and co-creation with grantholders. Suppliers are expected to have subject matter expertise, and experience of coproduction and facilitation of learning. In addition, the consortium is expected to have UK wide reach and experience of working with all the sectors that our grantholders operate in. The consortium is expected to include representation from small and medium-sized enterprises (SMEs).
