Description
Hå, Time, Klepp, Gjesdal, Bjerkreim, Strand, and Hjelmeland Municipalities invite tenderers to participate in an open tender contest for framework agreements for furniture. The aim of the framework agreement is to cover the municipalities´ need for the procurement and delivery of office, school, nursery and institution furniture. Call-offs against the framework agreement will be made in accordance with requirements and include small and large call-offs. The assignment also includes service elements such as advice, furnishing proposals, repairs, and simple redesign. The offered furniture shall be suitable for the business market. The contracting authority can choose to hold separate tender contests for major procurements, project procurements, or procurements for alterations, extensions, or new buildings. The tender documentation, section 1.3 containse further information about reservations. Tenders must include all contracting authorities and will be a total delivery. The contracting authority plans to enter into a contract with one tenderer. Lot 1: The contracting authority would like this contract to contribute positively in an environmental and climate perspective. The contracting authority would like to repair, reuse furniture, and procure second-hand furniture to a greater degree, also in new projects. This contract does not include the procurement of second-hand furniture, but if the winning tenderer has relevant second-hand furniture in stock, the contracting authority must have an option to procure it (until any separate contracts for second-hand furniture are in place). The contract also covers procurements of different types of furniture that cover the contracting authority's needs. There will be orders/call-offs as and when the need arises. Tenderers must have the capacity to comply with the contracting authority's requirements in a satisfactory manner. It is a basic requirement that tenderers must be able to offer a broad spectrum of furniture within the different groups. A division into 3 groups has been made in order to have a structure. Group 1: School and office furniture This group includes school and office furniture. In addition there is all furniture of a general character that the contracting authority needs. This means that ordinary furniture for nurseries, schools, and institutions comes under this group. Group 2: Institutions furniture This includes special furniture that is for use in institutions and that has special qualities and requirements. An institution's need for general furniture will come under group 1. We would like, but it is not a requirement, the chosen tenderer to deliver hospital beds. Group 3: Nursery furniture This includes special furniture for children aged 1-3 and 3-6 years for use in nurseries and that has special qualities and requirements. A nursery's need for general furniture will come under group 1. It will not be possible to submit tender offers for only one of the groups. The contracting authority also runs shared housing with housing for youths and adults with different functional levels (psychiatry and substance abuse, mental disabilities, physical disabilities). These can, in some cases, require furniture for household use and have, therefore a right, but not an obligation, to use the framework agreement. Some times the contracting authority needs to have furnishing proposals suggested, this must also be included in the contract and must be cost-free.
