The contracting authority/client for the contest is Agder County, 25 municipalities and associated entities in the Agder region. The aim of the contract is to cover the contracting authority's need for the purchase of products and services related to IP telephony and mobile broadband, as well as making new technology available which the tenderer can provide now or during the contract period. The contracting authority's service-critical assignments entail high requirements for quality and availability, especially in daily use, but may also apply to crisis and emergency situations in some cases. The majority of the contracting authority's assignments are carried out from mobile devices, which places high demands on coverage, capacity and uptime. High coverage will be needed in both populated and rural areas as well as maritime/coastal and other remote areas.
