EIB - Assistance in the maintenance, support and development of intranet and extranet websites and applications at the EIB Group

Description

The objective of this call for tenders is to award multiple framework agreements for the assistance in the maintenance, support and development of intranet and extranet websites and applications at the EIB Group. The EIB will sign framework agreements with up to 3 successful tenderers, provided a sufficient number of admissible tenders have been received. For the execution of the framework agreements, a cascade award mechanism and/or a parallel award mechanism will apply (as described in the procurement documents). The Bank expects that it will require maintenance, support and development services (and related takeover and handover services) in 2 different modes of operation: 1) continuous services — longer-term assignments of fixed duration on a time and materials basis. Continuous services will typically cover ongoing maintenance and support: handling day-to-day problems; implementing patches or upgrades containing bug fixes or enhancements, and in limited cases, participation in development and implementation projects; 2) discrete services — shorter-term assignments of fixed duration, on a time and materials basis, or on a fixed cost basis to provide specific deliverables for which the workload can be estimated with reasonable accuracy. Discrete services will typically cover implementation of a new solution or developments comprising evolutionary maintenance in excess of 2 man-weeks (approximately).
