About the contracting authority: Trondheim Municipality is the country's third largest municipality, and one of Norway's largest workplaces north of Dovre. Trondheim Bydrift is a municipal entity that makes up the municipality's own operations department, and which works to keep the city clean, maintain approx. 900 km of municipal roads, sees to clean water and daily operations for the city's 200 000+ inhabitants. About the need: One of the major work areas covered by the municipal entity is winter maintenance on municipal roads. The responsibility is covered by both internal and external operators. In order to monitor activities that are carried out within winter maintenance, the contracting authority has used a GPS that is located in all units used for an assignment The system consists of a box for each unit that is operated manually, which can differentiate between different types of activities that are carried out and on which stretches these activities are carried out (gritting, snow clearing, sweeping, etc.). Activities on the stretch are registered and reports are generated, which are sent to the contracting authority by given deadlines. The current agreement is coming to an end, and the contracting authority therefore wants to carry out an open tender competition to ensure a simpler and updated system that takes care of our needs. The contracting wants in the new agreement a system that minimizes the need for physical installations and manual administration, with regard to installation of units and use of the system.
