Description
The need for client equipment is currently met through several different contracts. The contracting authority's orderers at the various office locations procure certified equipment from the suppliers' online shops, The office locations have local budgets and own the equipment they have procured. This means that the contracting authority has a considerable number of orderers nationwide who order equipment for their unit and pay for the equipment. The contracting authority carries out all tests and certifies the equipment itself for use at NAV, and the contracting authority's administration has a considerable job to follow-up the contracts. Lot 1: NAV would like to cover its need for client equipment such as PC clients, MAC, mobile telephones, monitors, and tablets, as well as additional equipment in a far more cost efficient and flexible way and through one contract. Client equipment from the standard selection is to be delivered as a service, but the contracting authority will procure equipment from the special selection as goods. NAV sees a potential for significant savings through a high degree of automation in the ordering process and lifecycle for the equipment. Follow-up of the lifecycle and Asset Management will be based on a continual exchange of data so that NAV can always obtain reports from its data warehouse. The contract will cover client equipment such as PC clients, MAC, mobile telephones, monitors, and tablets, as well as additional equipment for approx. 24,000 users located over all of Norway. More than 85% of the users have equipment with little or no possibility to adapt the equipment to their own preferences. This is a strategy fro NAV based on an assessment of real needs, and this will give reduced costs and simplified management. The contract will cover NAV's need for client equipment in the contract period. The initial contract period of 5 years will have a binding minimum amount for client equipment for NOK 400 million including VAT. The contracting authority will have an equivalent proportional annual obligation for client equipment if the options are taken up for contract extensions. The contract will cover the entire lifecycle of the equipment (Full Lifecycle Management) and will manage the equipment with a high service level nationwide. For NAV, it is important that the entire lifecycle is managed efficiently in an environmentally friendly manner. An overview of the lifecycle and requirements for the steps in the lifecycle are described in the tender documentation, Annex 1, Appendix 1. NAV would like a long term collaboration with a tenderer that will be the contracting authority's contact point and responsible for the delivery. We would like the tenderer to take over the service and guarantee responsibility for the contracting authority's existing equipment that is still under guarantee. The selection of equipment and lifecycle will be under continual development in a collaboration between NAV and the tenderer in order to have maximum contribution to the development and efficiency of NAV. For NAV it is important to have a well-planned establishment project in order to establish continual deliveries of defined parts of the equipment parallel to the establishment of the service.
