1.1. Birmingham Airport has appointed an operator of a 'Consolidation Facility; which will involve: — A Consolidation Centre operation that will include the following items. — A secure warehouse incorporating loading bays and CCTV. — X-ray screening equipment to cabin baggage level which will necessitate the incorporation of an Aviation Security Training Programme that complies with the UK National Aviation Security Training Programme. — A team of security personnel trained to operate X-ray scanning equipment. — A goods in/receipt area capable of handling a wide range of Returnable Transit Packaging (RTP). — A fully secure, end to end x-ray screening and delivery operation, certified by the CAA. — A suitable transport fleet capable of handling a range of temperature controlled goods. — An operation that has the capacity to grow with the airport whilst maintaining the flexibility to control costs in line with seasonal fluctuations. Birmingham Airport has benefitted from significant passenger growth in the past few years and in order to support this activity and to provide future Retail capacity it has become necessary to improve the way in which goods are security screened and delivered into the airside areas of the airport. In order to provide this additional security screening capacity, Birmingham airport have decided to appoint a 3rd party to set up and operate a Consolidation Centre to serve the airport. The Consolidation Centre will manage the receipt, security screening and inbound delivery of retail goods and other items into the airport as well as the retrieval of all Returnable Transit Packaging (RTP) used for transporting the goods.
