Description

BMBC is seeking to appoint a Development Management organisation to deliver the development of a major town centre retail and leisure focussed scheme. The Development Management organisation will be required to demonstrate its success on delivering similar projects along with its experience and ability to work collaboratively with local authorities. The outline town centre scheme is in the early stages of development and represents the Council's broad aspirations for the site. The Development Management organisation will be expected to work in partnership with the Council to challenge, shape and enhance this scheme to deliver the best possible outcome for the town. The Town Centre prospectus was agreed by the Council's Cabinet in December 2014, along with a total funding package of 50 000 000 GBP as a significant Council contribution to deliver some of the town centre scheme. The total cost of the scheme to deliver all elements including the construction of the new retail and leisure facilities (development of which are the subject of this procurement) on plots created through demolition and the refurbishment of existing buildings, will be in excess of 75 000 000 GBP, and therefore additional investment from the private sector will be required for this retail and leisure element. It is envisaged that the development management organisation will work with the Council to get the scheme to a point where external development finance can be secured. Specific outcomes include but are not limited to: — A detailed planning consent; — A sufficiently designed and costed scheme to secure investment; — Sufficient pre lets or commitment from key anchors including a cinema, to secure investment; — A detailed financial model and cost plan demonstrating a commercially attractive developer profit; — The development of the funding and delivery strategy to ensure investment and construction. The Scheme will be delivered in 2 primary phases. Phase 1 consists of the refurbishment of the Metropolitan Centre and the delivery of the new library and Retail, with associated public realm and infrastructure. Phase 2 is the subject of this procurement, and consists of the retail, cinema and leisure aspects of the town centre scheme. Phase 1 is being delivered by the Council and their pre-appointed design and project management team. The retail aspects of Phase 1 will be delivered in Phase 1 and handed over to the Development Management organisation as a single shell for appropriate subdivision and leasing in Phase 2. Phase 1 design works are underway and construction/ refurbishment is expected to begin in late 2016 early 2017. The design oversight and delivery of Phase 2 will be undertaken by the Development Management organisation in partnership with the Council. The Development Management organisation will be expected to deliver a phase 2 scheme that integrates with and complements Phase 1 Phase 1 and 2 are likely to overlap and the Development Management Organisation will be required to work in a collaborative and professional manner with the Phase 1 team. To achieve and support efficient and timely delivery the Council's preferred option is for the Development Management organisation to use the existing professional team engaged in Phase 1. However, the Council is open to alternative arrangements proposed by the Development Management organisation in its bid. The Development Management organisation will be expected to carry out a full development role and progress and de-risk the scheme to a point whereby development funding can be secured. The Development Management organisation will also be expected to capitalise on prevailing trends and market forces, to the benefit of all parties, and be committed to delivering the scheme to the Council's programme aspirations. The Development Management organisation will be expected to advise on the future of retailing in town centres and guide the Council on how to insulate the town against changing retail trends and increasing competition from surrounding cities. In addition the development management organisation will be expected to contribute to the marketing and promotion of the wider town centre. The services are to be delivered in line with the Council's corporate plan 2015-2018 which sets out the Council's core priorities. The Council's refreshed economic strategy ‘ The Jobs and Business Growth Plan’ April 2014 sets out Growing the Economy as a key priority along with renewed focus on the creation of more jobs and more businesses. It is anticipated that the preferred bidder will be selected in the early part of 2016. Type of Procedure: Competitive procedure with negotiation The contracting authority reserves the right to award the contract on the basis of the initial tenders without conducting negotiations.
