Description
Introduction The Lisburn Half Marathon Event is a road race programme consisting of three races: Half Marathon, 10K and Fun Run. The event will take place on 3rd Wednesday of June each year starting at 6.30pm and finishing at approximately 9.30pm. The awarded tenderer will be dedicated to the event on the evening from 4.00pm until the finish of the event. Set-up and take down times will vary across the Half Marathon site and will be confirmed at pre-event meetings. Background The event attracts over 5,000 participants for the three races. This is a community event using roads around central Lisburn and the surrounding area, causing major traffic issues. We require a Traffic Management company to manage the roads as efficiently as possible, providing a safe environment for the runners whilst minimising traffic congestion. Timeframes Event date: 3rd Wednesday of June every year Final Plans, Maps and junction details required by: 1st April each year, however there will be a requirement for draft versions at a multi-agency meeting in March each year. Details of which will be agreed upon award of contract. Pre Contract Meetings and Location: To be agreed on award of contract. Scope The scope of the contract includes: • Traffic Management for the Lisburn Half Marathon, 10K and Fun Run. • Plans, Maps and Photographs of sites along the route. • Road Closure notices • Traffic Management infrastructure • Provision of suitable staff levels • Contract Management Requirements Tenderers are to provide the following: 1. Plans, maps and photographs of Traffic Management sites along Half Marathon, 10K and Fun Route – see attached maps and junction details by the 1st of March each year. This is to be provided to the relevant contract manager within LCCC. Please note that the route of the event is subject to change. (route supplied but these are subject to change) LCCC will endeavour to provide adequate notice of any changes to the route and in a timely manner. 2. Adequate Road Closure Notices (including signage/VMS signage) to be placed along the race route 3 weeks prior to the event. Final details will be agreed upon award of contract. 3.Traffic Management infrastructure (cones and barriers) on the evening of the event as per table below and provide relevant set up times. 1. Suitably qualified/experienced staff for all agreed Traffic Management sites for the duration of the event – see approx. timings on table below. It is expected that a minimum of 15 TMO staff will be required and one senior staff member for the Control room on the evening of the event.
