Summary of the work Programme management, Support to ICT installation, requirements management and administrative support services to deliver ICT change to the Royal Navy in the UK. Expected Contract Length 24 months with an option to extend by up to 25% in duration, cost or both. Latest start date Wednesday 7 December 2022 Budget Range The 'Core' elements of this Outcome can be delivered within a budget of £2M Ex VAT over 24 months, supplying in the order of approximately 4800 days of service. This Outcome will have a limit of liability of £4M Ex VAT total in order to provide a mechanism to enable agile and efficient delivery of increased service volumes. At award the 'Core' commitment will be £2M Ex VAT covering only the 'Core' funded elements of the Outcome, any increase in activity up to the limit of liability of £4M Ex VAT will be subject to separate SoW Why the Work is Being Done Navy Command - Navy Digital requires a project management, ICT design, support to IT installation and support services to sustain ICT change in the Naval ashore environment. Primarily focused (but not limited to) on MODNET, MOD Network, ICT Infrastructure and Equipment Programme Support. Problem to Be Solved The Navy Digital ICT Core team lead the coordination of Equipment Programme deliveries to the Naval ashore environment and facilitate all ICT changes through our supplier organisations. With a portfolio of over 200 concurrent complex changes, we process 60 change requests and 1,000 catalogue financial approvals per week. This team is the hub for ICT change in the Royal Navy and as such undertake Project Management, support services for; programme coordination, business analysis, requirements management, programme support, change management, ICT administrative support, ICT technical support and ICT rollout support. Who Are the Users All Navy Command users irrespective of IT system Work Already Done This work is currently underway and this outcome is required to maintain the delivery of ICT Change within Navy Command. Existing Team There is mixture of RN Service, Civil service and contractors for several other suppliers contributing to this Programme of Work. This service will be expected to integrate with, support and draw upon this existing team to deliver this service. Current Phase Live Skills & Experience • Have experience delivering MoD ICT change and co-ordination of ICT equipment programmes in support of Naval outputs. • Have experience representing Naval customer requirements to the MOD ICT equipment programme teams. • Demonstrate the ability to prioritise delivery activities, understanding the need to deconflict while minimising operational and other impacts. • Have experience working in the MOD ICT delivery environment and digital services. • Demonstrate knowledge, skills, and experience in managing MoD digital services. • Have experience project managing , requirements capture and installation of fixed based ICT infrastructure into Naval and military establishments and sites delivering infrastructure capability at OFFICIAL through to SECRET. • Have experience of MOD procurement, procurement processes and tools (CP&F). • Have experience liaising with suppliers to fulfil requirements while delivering value for money. • Contribute to and deliver High Level Design (HLD) solutions for digital outcomes ensuring that all relevant lines of development are considered. • Have Experience in business analysis of requests, assessing the business need against the available options and delivering value for money solutions. • Have experience of data entry and manipulation to deliver management insights. • Have knowledge of business analytics to produce insightful MI. • Have experience in requirements capture, tracking and management. • Have experience working with and coordinating multiple delivery partners to achieve desired outcomes. • Have experience deploying ICT to the desktop environment, patching systems, copper and fibre connectivity, cable tracing and fault finding. • Have experience in customer facing communications and delivery. Hands on technical delivery experience, including survey and installation activity. Nice to Haves • Offer experience delivering project and programme management to recognised standards (Agile). • Offer experience in programme/project management across a full spectrum of digital capabilities to deliver outcomes that enable current and future information-based capabilities supporting RN/RM, MoD and HMG defence. • Offer experience representing RN digital capability requirements into MoD Joint and Single Service programme/project boards to ensure enterprise level digital solutions meet Naval needs. • Offer experience providing Enterprise/Solution Architect outcomes designing digital solutions to meet user requirements using current and next generation digital technologies and resources. • Offer experience in application of MoD standards for ICT, information security, digital design, delivery, compliance and safety. • Offer experience delivering ICT digital programmes and projects in a complex environment and across the Defence Lines of Development (DLODs). • Demonstrate an understanding of UK Government Departments and MoD structures and policies as they relate to the digital and information outcomes. • Offer Knowledge of maritime connected digital and ICT installation, commissioning, assurance and acceptance and the related engineering and information compliance activities. • Offer experience of costing digital services, budgeting, and budget planning in relation to digital and information requirements • Offer experience in the use of commercial frameworks for the provision of cloud services, digital outcomes, specialists and technical products and services. • Offer the ability to understand complex user issues and provide options for resolution across a multi-stakeholder digital based environment. • Offer experience transforming and rationalising data hosting capabilities to deliver Infrastructure as a Service (IaaS) to support RN final outputs at OFFICIAL through to SECRET. • Offer experience delivering change for MoD ICT equipment programmes ensuring compliance with MoD security policy and guidance. • Offer knowledge of MOD accreditation processes. • Demonstrate a background in ICT infrastructure design, delivering fit for purpose, resilient and value solutions. • Demonstrate a good working knowledge of O365 and information management using SharePoint in order to ensure knowledge transfer. • Offer experience in the delivery of ICT rollouts, deploying equipment, conducting ICT changes, staging equipment and following delivery instructions. • Offer knowledge of MOD IT systems. Specifically the MOD Core Network and MODNET applications, peripherals and services. • Offer data manipulation skills using excel, SharePoint and Power Bi to standardise data entry and produce management information. • Offer customer service qualifications, putting their needs at the centre of our delivery. Work Location The team is based alongside Navy Command HQ in HMS EXCELLENT on Whale Island in Portsmouth, but we are blended working with personnel based around the UK on the basis they can attend regularly. Travel to Naval Establishments around the UK will be required in support of specific activities. Working Arrangments Hybrid working with potential for home working. There will be a requirement for members of the team to conduct face to face site meetings across the Navy Command estate as required. Security Clearance MoD approved SC is required at contract start for all personnel assigned to this service. Additional T&Cs All expenses (T&S) must be pre-agreed between the parties and must comply with the MoD Travel and Subsistence (T&S) Policy. How will T&S be charged and payments made throughout the contract? "The contract value will include up to £20K per year of T&S to be invoiced as actuals in line with MoD T&S ratesThe £20K per year for T&S is not to be included within the bid tender.Foreign travel will require Authority approval before these costs are met. T&S throughout the contract will be limited to a maximum liability of £20K per year.The service delivery will be receipted and invoiced in arrears via C,P&F and EXOSTAR using the method of Capped time and materials." 2. Will this be assessed as inside IR35? It is not expected that IR35 will apply. An assessment will be made after the winning supplier has been selected. 3. Is there a Cyber Risk Assessment? The Cyber Risk Level is very low. Suppliers that are down selected will be required to complete a SAQ. 4. Is there an incumbent supplier in the role? Yes. This requirement includes a number of current incumbents. 5. Would you accept a DV cleared candidate? Yes, we would accept a candidate with a DV. 6. Will there be any performance indicators within the contract Yes there will be performance indicators, these will be advised following down-selection. 7. How will initial tender submissions be evaluated ( part 1) Each tenderer will be evaluated and allocated 0 (Not Met), 1 (Partially Met), 2 (Met) or 3 (Exceeded) against their responses to each of the essential and nice to have criteria. The points awarded for each criteria will be added together to give the total technical evaluation points. 8. How will initial tender submissions be evaluated (part 2) The Authority reserves the right to consider tenderers non-compliant if their points are below 2 on any criteria. Tenderers may also be considered non-compliant if their proposed start date is after the required start date, if their day rate is above the stated budget or fail to meet submission deadlines. Non-compliant tenderers will be excluded from the competition and their total technical evaluation points will be 0. 9. How will initial tender submissions be evaluated (part 3) Tenderers with the three highest total technical evaluation points from this evaluation will be down selected and invited to take part in stage two. 10. How will final tender submissions be evaluated after initial down selection The submitted proposals and work histories will form the basis of the evidence for selection during the final tender and will be scored using the following weighting: Technical competence 70%. Cultural fit 10%. Price 20%. 11. How long have the current incumbent(s) been in post? This is a consolidation of several contracts and as such there is a range of times in post both in terms of personnel and suppliers but a minimum of 3 years can be assumed 12. Contract award vs contract start is a very racy turnaround, and most organisations won’t have people sitting around to start this piece of work on contract start. Is there any flexibility of start date for new roles being brought in? Could we start with a shell of a team and fill as required. What roles do you envisage you will require including rough numbers. We would require a core element of a Business Analyst, Requirements Manager, Procurement Officer and Admin Support soon after contract start. However the project support element can be built up leading into the new year 13. How long do you anticipate it will take for the Stage 2 submissions to be assessed and once awarded, will there be a 10 day standstill period? Anticipated duration of stage 2 submissions is 2 days. At present expected standstill period is 6 days 14. Can the Authority please clarify what they mean by MOD accreditation processes? By MOD accreditation we'd be looking for assistance with running through JSP604 compliance and security accreditation of some Navy applications
