This notice sets out the intention of the department to seek suitable tenderers to assess the impact of CAP Strategic Plan (CSP) actions on the abatement of GHG emissions, Ammonia emissions, and carbon stores. The tenderers will likely be working at the cutting edge of this area, in terms of research and technology, and be capable of creating synergies with other publicly funded projects. The purpose of the project is to develop coefficients or conversion factors for all relevant CSP actions based on the profile of beneficiaries and model the estimate reductions arising from the uptake of these actions. In order to do this, the tasks required are: 1: Assign coefficients to actions within CSP interventions. 2: Build a profile of CAP beneficiaries using data from the Irish agricultural sector. 3.Produce three reports on modelling and forecasted emissions reductions, in line with the timing of the CAP 2023 – 2027 cycle. The reports should focus on the modelling for each intervention action, and an explanation of the methodologies thereof. The final report should also include recommendations from the coefficient modelling methodology and suggestions for future iterations of CAP interventions. The contract is expected to begin in Q1 2024.
