Description
Portsmouth City Council — the ‘Council’ — intends to appoint Alun Griffiths (Contractors) Ltd — the ‘Contractor’ — to deliver road, highways and associated redevelopment works within Portsmouth city centre and the surrounding environs, including for infrastructure which serves/adjoins the city centre, on a design and build partner contracting basis. The contractor will be appointed on the basis of a framework agreement which will allow for incremental call-off of design and construction works on a draw down basis. The framework agreement will commence on 14 September 2020 and will run for an initial term of 4 years extendable in increments to be agreed up to a maximum total term of 8 years. The total value of work that may be let via the framework agreement could be in the region of GBP 70 million over the total allowable term, however actual values could be significantly lesser or greater dependent upon the course that regeneration of the city centre takes in the future. The scope of works and services that may be contracted via the framework agreement include for but are not limited to ECI activities, modelling, design, planning, financing strategy, securing grant funding, project management, surveys, enabling works, road and highways construction works, public realm improvement works, street furniture installation, street lighting installation, traffic signals and signage installation, traffic calming works, installation of road safety measures, cycle lane construction, hard and soft landscaping, public transport infrastructure, surfacing works, utility diversions, traffic management, drainage works, wall construction, maintenance activities. The contractor will be appointed on the basis of a framework agreement which will allow for incremental call-off of design and construction works on a draw down basis. The framework agreement will commence on 14 September 2020 and will run for an initial term of 4 years extendable in increments to be agreed up to a maximum total term of 8 years. The total value of work — inclusive of ECI, modelling, design, surveys, works, etc. — that may be let via the framework agreement could be in the region of GBP 70 million over the total allowable term, however actual values could be significantly lesser or greater dependent upon how plans for the regeneration of the city centre and surrounding environs develop in the future. The value and volume of work let will also be impacted upon by the success of the Council in raising finance via securing of grant funding and other means.
