Diffuse Mesothelioma Payment Sheme (DMPS): Scheme Administrator The Government is taking a Bill through Parliament to create a payment scheme to support those who contracted Diffuse Mesothelioma at work through employer negligence or breach of statutory duty, but who cannot bring a claim for damages against the employer or employer’s insurer because sufficient records do not exist to trace them. The scheme is being funded by a levy on active Employers Liability Insurers, therefore needs to operate as close to cost as possible. We expect roughly 800 successful claims in the first year, and 300 each year thereafter. Please note that these volumes are estimates and subject to change. The scheme will be open to eligible individuals with mesothelioma and eligible dependents also. Mesothelioma is a fatal cancer and life expectancy after diagnosis is roughly 9-12 months, therefore it is imperative that applications and payments take the least amount of time possible to process. The commercial requirement is to secure a supplier(s) to deliver DMPS for the Department for Work and Pensions (DWP). The Scheme Administrator could be either: • an over arching scheme administrator who sub contracts out all or part of the claims handling process; or • a single scheme administrator that will itself carry out all the functions of the contract. The Authority intends to issue the Invitation to Tender in October 2013 with an anticipated contract award date of January 2014; the contract(s) will become operational in April 2014. A Prior Information Notice (PIN) was issued on 20 August for publication in OJEU. The Authority will hold a Market Engagement Supplier Boot Camp week commencing 16 September (currently working towards Tuesday the 17th) at a venue in London. Suppliers who are interested in attending the Boot Camp should express an interest by 17:00 4 September 2013. We will confirm the date, venue and time of the Supplier Boot Camp as soon as we are able.
