Due to the inconsistencies in pricing submissions, Adra could not be confident that the evaluation could be undertaken in a manner that ensured equal treatment for all bidders. It also raised the concern that the prices received might not be a fair reflection of the services delivered, might not be sustainable for both parties and might increase the likelihood of significant contract variations.
