NHS Scotland is seeking to progress with the CoreView enablement project to improve licence management, strengthen governance, and reduce unnecessary Microsoft 365 spend. The national platform currently faces challenges due to inconsistent licence management practices across boards, resulting in avoidable cost, inequity of licence consumption, and operational inefficiencies. Lot 1: NHS Scotland is seeking to progress with the CoreView enablement project to improve licence management, strengthen governance, and reduce unnecessary Microsoft 365 spend. The national platform currently faces challenges due to inconsistent licence management practices across boards, resulting in avoidable cost, inequity of licence consumption, and operational inefficiencies. The proposed bundle introduces capabilities—including tenant virtualisation and advanced licence management tools—that would allow faster moving boards to progress at their own pace while maintaining platform integrity and cross board collaboration. These tools would also enable the national team to automatically reclaim inactive licences, addressing widespread under utilisation and preventing the need for further licence procurement.
