Description

Network Rail is seeking to appoint an architectural practice to develop and deliver the Oxford Station Masterplan, including the preparation and submission of a detailed planning application for Phase 1 of the redevelopment. The appointed architect will be required to further develop the existing Weston Williamson masterplan, working collaboratively with Network Rail, its development partner Blocwork, Oxford City Council, and Oxfordshire County Council under a Planning Performance Agreement (PPA). The scope of services includes master planning, stakeholder engagement, urban design, and the production of all necessary documentation to support a planning application for Phase 1. The contract also includes an option, at Network Rail’s sole discretion, to extend the scope to cover Phase 2 of the masterplan, subject to separate approval and instruction. The successful supplier will be expected to demonstrate experience in major station redevelopment, mixed-use master planning, and working within operational rail environments. Collaboration with specialist architectural practices (e.g., residential, life sciences, hotel, and commercial) may be required to deliver a comprehensive and integrated design solution. The architect will also be required to act as Principal Designer under the CDM Regulations 2015. This procurement will be conducted using the Competitive Flexible Procedure under the Procurement Act 2023, with a single-stage process combining the Pre-Selection Questionnaire (PSQ) and Invitation to Tender (ITT). The contract will be let under the NR26 NEC4 Professional Service Short Contract (PSSC).
